Norwegian Refugee Council (NRC) is a non-governmental, humanitarian
organization with 60 years of experience in helping to create a safer
and more dignified life for refugees and internally displaced people.
NRC advocates for the rights of displaced populations and offers
assistance within the shelter, emergency food security, and water,
sanitation and hygiene sectors.
The
Norwegian Refugee Council has approximately 5000 committed and
competent employees involved in projects across four continents. In
addition, NRC runs one of the world’s largest standby rosters, NORCAP,
with 650 professionals, ready to be deployed on 72 hours’ notice when a
crisis occurs.
In
mid-April 2016, NRC conducted a pre-assessment mission in the refugee
camps in north western Tanzania and the assessment revealed that the
humanitarian situation for the refugees requires urgent intervention and
NRC therefore decided to establish an operational office in Kibondo
town, to respond in Mtendeli and/or Nduta refugee camps. The initial
interventions will focus in three sectors; shelter, WASH and education
(initially construction of permanent classrooms).

BACKGROUND
NRC
has received funding from the Directorate-General for International
Cooperation and Development of the European Commission (DEVCO) to
implement a multi-dimensional project in the Democratic Republic of the
Congo (DRC) and Tanzania. The project is called Never Too Late to Learn.
The project will run for four years
The
project’s overall objective is to contribute towards improved access to
quality and protective basic education (pre-school, primary and lower
secondary) for displacement affected children in DRC and Tanzania.
Conflict

in a safe learning environment with a focus on out-of-school children
and girls
Learning outcomes and learner participation are improved through professional development.
Evidence base on best practices for education in diverse crisis contexts is broadened.
Negative impacts of education on the context are minimised, and positive impacts maximised
Job description
Review
global good practice and various AE curricula and models. This will
provide a wide base of information on the different AEP models used
globally in different contexts. Reviewing the different global good
practices and AE models will provide a bench mark and add clarity and
guidance on the relevant model for the Burundi Response. This will in
turn inform the curriculum structure for AEP in consultation with the
formal school curriculum and the other education stake holders.
Review
the Burundian curriculum and develop an AE curriculum road map and
framework. The consultant will review the existing formal school
curriculum covering grades 1 to 9 and propose AE curriculum levels to be
adopted for the Tanzania context. Learnings from this task will be
shared with the education working groups members and other partners
implementing AEP and will inform the curriculum road map and framework
to be adopted.
Revise L1 AE curriculum and develop new AE curricula for L2 and L3. The consultant will be provided with the existing Level one AE curriculum, which will be revised in line with the Grade 1 and 2 in the formal curriculum, this will be done in line with the AE model that is agreed upon by the education stakeholders. Curriculum for the proposed Levels 2, and 3 will be developed (depending on the agreed models).
Lead orientation and validation workshops on the new curricula and prepare for piloting: The consultant will facilitate two orientation workshops to introduce the new curricula to familiarise both the teachers and the Education stakeholders: one for L1 and L2, and one for L3. The consultant will facilitate the piloting of L1 and other levels and revise the curriculum according to feedback.

Qualifications
- Experience developing non-formal and/or basic education curricula, combined with detailed and up-to-date knowledge of accelerated education principles and international best practice.
- Experience of education in minimally-resourced environments/education in emergencies; ability to teach large classes using active methods, and develop teaching and learning materials from low cost, locally available materials; ability to demonstrate inclusive, learner-centred, process-oriented teaching and learning methodologies.
- Experience in delivering a range of teacher professional development activities, including through in-service modalities, at a variety of different levels, but especially training primary teachers. Experience to include the development of teacher training materials.
- Experience in adult learning methodologies and in training teachers in curriculum delivery, learner-centred pedagogies, lesson planning and schemes of work, inclusive classroom management and curriculum strategies, and formative and summative assessment.
- Experience in coordinating and collaboration with local and national government level stakeholders including building linkages consultation and facilitation skills to ensure innovative partnerships.
- Applied knowledge of principles and practices in gender sensitivity and inclusion of learners with disabilities and special educational needs; knowledge and experience in curriculum adaptation and differentiation; and expertise in using a range of assessment and intervention strategies to enhance students’ academic skills.
- Knowledge in Conflict Sensitive Education
- Up-to-date knowledge of trends in curriculum development and teacher development,
- Technology skills (word processing, spreadsheets, statistical analysis software, internet research, etc.).
- Ability to write concisely and accurately in easily understood language.
- Fluency in French and English (Mandatory); ability to speak Kiswahili and/or Kirundi an advantage.

purpose of the assistant position is to assist in the day to day

Duties and responsibilities
- Adhere to NRC policies, tools, handbooks and guidelines
- Assist with the implementation of the support function portfolio according to plan of action
- Prepare and develop status reports as required by management
- Ensure proper filing of documents
- Promote and share ideas for improvement of the support function
- Provide anti-corruption, transparency and cost efficiency focus in all processes (e.g. in procurement, vehicle management, asset management);
- Ensure safe and efficient transport of staff and materials/goods
- Organize warehouses and stock management at field level according to NRC’s norms and procedures
- that the Field office stock is managed according to NRC policy concerning management of the stocks
- Ensure staff's security in the warehouse
- Foresee a minimum stock/inventory in coordination with the line manager and program managers in order to avoid understocking
- With the aid of the procurement and programme department, ensure the reception of goods. Carry out quantitative and qualitative controls and ensure conformity of all supporting documents
- Organize and supervise loading and offloading of goods in the warehouse
- Assist in managing all stock tools, in both soft copies and hard copies
- Prepare good received notes and all related documentation
- Produce input to weekly and monthly field stock reports tracing movements of stock and stock balance
- Verify and follow up and update stock cards and bin cards at field office level.
- Record daily stock entry and exits according to day to day activity and different projects at field level
- Implement stock spot checks
- Implement physical stock and inventory report in accordance to NRC Logistic Handbook
