This will require several phases of activities:
1) Feasibility study of the selected faecal sludge treatment options
2) Detailed design and operation mechanism for the selected options
3) Oversight and coordination of the construction of the treatment options
Specific Tasks:
1. To review available documentation and data collected by the WASH SDG programme and
partners so as to better understand the FSM status of the two cities.
2. To review the preliminary designs and recommendations from the international firm (and
input into this process – depending on start of assignment)
3.
To conduct feasibility studies for the selected options in both cities,
that includes field
assessments of appropriate sites selected, calculating quantity of
sludge and septage currently reaching treatment plants, assessing
current reuse potential and operation management considerations
(requiring ongoing discussions with the informed choice task forces and
other relevant stakeholders)
4.
To develop detailed designs and costings (Bills of Quantity) of the
final proposed and viable faecal sludge and septage treatment systems.
5. To prepare financial and economic analysis of the proposed option & propose working plan
for implementation.
6.
To support implementation of the proposed technology, including
training on operation and maintenance and construction supervision.
DELIVERABLES.
PHASE 1.
Deliverable 1: Successful completion of the Inception Report that comprises a) - Summary
preliminary assessment on the viability of potential treatment/disposal & reuse options & final
recommended
option(s); b) Summary of key Highlights related to FSM from existing
SDG data, city
plans and maps on urban sanitation - brief assessment of LGA &
UTILITY capacity to manage FS and training needs based on selected
options c) Assessment of preliminary design of the selected potential
options (scenarios) and provide recommendations including d) Finalised
and refined methodology & operational plan of the assignment.
Deliverable 2: Successful completion of the feasibility study to identified viable option(s) for faecal sludge and septage treatment/disposal and reused for the two cities.
Deliverable 3: Successful completion of the Detailed Engineering design, BOQ, cost estimates for the viable faecal sludge treatment/disposal & reuse option for each city including other services such as accessibility, water, power and fencing. This will include provision of detailed drawings and Process diagram(s) with flows and description of influent and outflow (including key min/max values for input and expected % reduction in chemical and biological parameters of the out puts). This will also include but not limited to: detailed design criteria & their assessments; assessment of operation requirements; assessment on O&M requirements (and operation plan); contextual assessment; proposed management model & institutional set up and detailed assessment of pros and cons of the proposed feasible option(s) / scenario(s).
Deliverable 4: Successful completion of economic analysis of the selected options including, but not limited to; Capital and Operation Costs, financing mechanism and estimated budget, and
implementation operation plan.
PHASE 2
Deliverable 6:
Successful provision of support and technical supervision during
implementation
(construction works & operation) of the proposed viable technology,
including capacity building on faecal sludge management to the city
authorities and utilities & training on operation and maintenance
(SOPs) of the final option(s) and construction supervision.

Qualifications
Qualifications required include a combination of expertise in urban sanitation, faecal sludge management, engineering design, feasibility assessment and. Specific requirements include:
Faecal Sludge Management:
- More than 7 years’ practical experience in the field related to sustainable urban sanitation
and faecal sludge management (experience in development sector and with international organisations a strong advantage)
- Experience in conducting and analysing Faecal Sludge (quantification and characterisation)
- Expertise and knowledge of Faecal Sludge Treatment Systems and Re-Use options
- Experience in developing staff capacity in Faecal sludge management and developing
Standard operating procedures for FSTPs
- Experience in providing modular engineering design of the faecal sludge management
systems based on current and future needs & available resources.
- Experience in soil assessment and analysis,
- Experience in providing accurate, good quality construction supervision in faecal sludge
treatment facilities and related infrastructure.

Track record of developing training materials, organising/facilitating
training sessions, and Coaching government staff, related to faecal
sludge management.

The Climate
Resilient Agribusiness For Tomorrow East Africa (CRAFT-EA) Project is a 5-year, € 39 million
project implemented in Kenya, Tanzania and Uganda with its initial activities
in Tanzania started in June 2018. The CRAFT-EA uses an inclusive Business
Development approach to support the international and Dutch efforts on
climate change and sustainable production in arable farming. The project works
with and through the private sector and supports public sector partners in
creating an institutional environment for a wide-scale adoption of
CSA-practices. It is driven by 3 pillars: i) adoption of Climate Smart Agriculture
(CSA) practices & technologies in arable crop production farming systems;
ii) acceleration of investments and business growth in selected value chains;
iii) improved enabling environment for scaling out of CSA.
Interventions are centred on business cases,
which are derived from a thorough climate risk assessment and financial
analysis of value chains in pulses, oilseeds, potatoes and grains. A climate
smart business case innovation and investment facility aims to further
improve access to finance and facilitate scaling. The project is implemented
by a consortium consisting of SNV, Wageningen University & Research
(WUR), the CGIAR research programme on Climate Change, Agriculture and Food
Security (CCAFS), Agriterra and Rabo Partnership, and is financed by the
Dutch Ministry of Foreign Affairs (DGIS).
CRAFT-EA Main Activities
Objectives of the assignment;
The CRAFT-EA Project has ended the inception phase that was meant for system development and orientation. Now being in its second year, where there are a number of activities taking place in the field as we work towards supporting both the identified and the emerging business champions. Already, the team in Tanzania has identified two business champions in Dodoma that require a host of agribusiness support services. Pre-identified and pre-qualified service providers will execute some of these services. The SNV Tanzania CRAFT-EA team now wishes to hire the services of a consultant to-
1. Identify agribusiness service providers/SMEs
2. Profile all qualified and eligible LSPs/SMEs
3. Perform due diligence to the identified LSPs in terms of strength and weaknesses
4. Include all qualified LSPs/SMEs on the SNV Tanzania list of service providers
5. Develop terms of reference for the identified services providers
6. Documentation of the learning process in capacity building and business development
The list of service providers will include but will not be limited to organisations that provide agriculture development support-including GAPs trainings, BDS services, entrepreneurship and commercial farming including value additions, value chains development support, financial support of the selected value chains and value chains governance support services.
The consultant will work the country project manager for CRAFT-EA Tanzania on all the technical aspect deemed by the assignment. The consultancy will require on and off presence in the Dar es Salaam office as well as in the field. The full implication of days spent in the field versus days spent in the office in Dar es Salaam will be discussed with the CRAFT-EA team once a consultant has been identified and contracted

In providing technical support and capacity building in the mentioned areas, the consultancy orgnisation or firm will collaborate and work closely with the project implementing partners (IPs). The project IPs are, SNV Tanzania, Wageningen University & Research (WUR), the CGIAR research programme on Climate Change, Agriculture and Food Security (CCAFS), Agriterra and Rabo Partnership.
Since the CRAFT-EA program works through business champions at first those in the sunflower and common beans and later in Sorghum and Potatoes located in Central, southern highland, northern and lake zones; therefore most of the assignment will be done there and areas where IPs are located i.e. Dar es Salaam.
The consultancy firm or organisation should also bear in mind that, gender is mainstreamed by the CRAFT-EA and thus their empowerment through project activities is important. The consultancy organisation or firm will report to and receive supervision from a designated SNV representative. The consultancy organisation or firm will be supported by SNV to understand the project outcomes and its related activities as well as SNV policies which are required to be abided to.
