The WFP Somalia activities include food assistance for relief, school feeding, safety nets, nutrition and food assistance for assets creation through provision of in-kind and cash-based transfers.
The Security Officer will support the management of WFP’s security operations to enable the effective delivery of programmes that meet food assistance needs and maintain the security and safety of WFP personnel, activities and facilities in Somalia. The position reports directly to the Senior Field Security Officer (SFSO).

Duties and Responsibilities:

  • Ensure full compliance with the policy and security management framework of the United Nations Security Management System (UNSMS);
  • Ensure full compliance with the WFP security management policy and framework of accountability; 
  • Provide support, advice and oversight to the SFSO on implementation of security policy, security procedures and security risk management in accordance with applicable guidelines;
  • Monitor and maintain existing physical standard for WFP Premises and ensure all WFP Offices remain compliant;
  • Keep up to date with and advise on local security issues, developments and potential impact on WFP operations;
  • Conduct context analysis in conflict affected areas of operations, determining key characteristics and locations of non-state armed groups;
  • Conduct regular security and risk assessment missions in areas where WFP staff members and cooperating partners are operating and or where access is required;
  • Support WFP field activities and missions, providing technical analysis and information as required;
  • Coordinate with security forces to ensure proper security arrangements for food distribution and convoys accordingly;
  • Evaluate and organize security measures for air operations;
  • Coordinate with UNDSS on facilitation of security clearance requests and staff headcounts;
  • Monitor and maintain an effective security management communications system that enables rapid and coordinated security activities;
  • Build and maintain productive relationships with local partners to align activities and optimize the best protection for WFP staff, activities and facilities;
  • Work in close collaboration with internal counterparts to align activities with wider security programmes and activities;
  • Provide coaching and guidance to staff under your supervision to ensure high performance;
  • Represent Senior Field Security Officer at local and inter-agency meetings when required;
  • Deliver safety and security trainings and emergency drills for staff;
  • Maintain an up to date warden system, including updating list of staff and eligible family members;
  • Ensure timely response and reporting of all significant incidents involving WFP staff and cooperating partners;
  • Provide support to other Area Offices, as directed by the SFSO;
  • Perform any other related duties as required

Minimum Qualifications:

Education: Advanced University degree in Security Management, International Relations or Law Enforcement or other relevant field, or First University degree with additional years of related work experience and/or training/courses. A diploma obtained from Military/Police Academy with qualifying relevant experience may be accepted in lieu of the First University degree.
Experience: Six years of relevant professional experience in security management (relevant military, police or corporate) and/or security risk management, with direct field experience in an international context such as humanitarian development, UN system organization field operations or UN peacekeeping operations.
Language: Fluency in written and oral communication in English is a requirement.

Knowledge & Skills: 

  • Has contributed to the development of systems and tools for the monitoring and assessment of security situations in line with innovative methodologies and best practices;
  • Demonstrate analytical skills in the provision of technical security operations;
  • Experience in managing teams;
  • Excellent writing skills in English;
  • Knowledge and experience in UN security management system is an added advantage.
