Management and Development for Health (MDH) is a non-profit, non-governmental organization whose primary aim is to contribute to address public health priorities of Tanzania and world at large. The priorities include: HIV/AIDS, Tuberculosis, Malaria; Reproductive, Maternal, New-born and Child health (RMNCH), Nutrition; Non-Communicable Diseases of public health significance; as well as Health System Strengthening. MDH strongly believes in and works in partnership various local and global institutions, Ministry of Health, Community Development, Gender, Elderly and Children (MOHCDGEC); President’s Office Regional Authorities and Local Government

MDH seeks to recruit qualified individuals to fill the following vacancies which will require significant field work and travel up to 80% of the time.
DISTRICT PROJECT MANAGER (DPM): Kagera project- 4 Posts;  Kagera and Geita
Reports to Regional Project Manager (RPM)
Duties and Responsibilities
  • To lead and oversee planning, implementation, M&E, and reporting of the Afya Kwanza project workplan and other MDH supported activities at council(s) level
  • To lead implementation of key initiatives to address program, donor, and national priorities – such as index HIV testing, and focused PITC – in line with national guidelines
  • To ensure efficient utilization of Afya Kwanza project resources and compliance with donor and government regulations
  • To actively participate in and provide technical assistance (TA) to the District Medical Officer (DMO) and District AIDS Control Coordinator (DACC), Council Health Management Team (CHMT) and supported health facilities in planning, implementation, M&E, and reporting of HIV and related health programs, including the Council Comprehensive Health Plan (CCHP)
  • To participate in strategic dialogue with council authorities on project issues on behalf of the RPM
  • To conduct needs assessment, on HIV and related programs and services in her/his council(s) and organize efforts to address these needs -; including in areas of capacity building and health system strengthening – in collaboration with the RPM, DMO and DACC
  • To identify, engage and facilitate strategic collaboration with existing and new partners, in HIV and related services so as to maximize impact of Afya Kwanza project activities in the council(s)
  • To work with the RPM and Grants Officer to develop and oversee sub-grantees plans and budgets, as well as ensure optimum resource allocation and utilization and compliance with donor and government regulations
  • To ensure timely collection and submission of national HIV services and program data – as well as support strengthening of the related M&E systems – in collaboration with the M&E team
  • Lead efforts to robustly analyse and utilize program data to inform plans, priorities and resource allocation and write reports, best practices and lessons learned for wider dissemination
  • To lead efforts to identify gaps in HIV and related programs and services; design and implement operational research (OR), PHEs, secondary data analyses and CQI initiatives to address the gaps
  • To implement and manage capacity building program, for HIV and related service providers; capitalizing on supportive supervision, mentorship, and on-job training
  • To supervise program staff in respective council(s)
  • To actively participate in writing technical program documents including project proposals, work-plans, reports, best practices, lessons learned and other relevant documents, as required by the RPM.
  • To support and advise the RPM on Afya Kwanza program implementation and related issues in her/his respective council(s) and perform other relevant duties as assigned by the RPM
Requirements: Education, work experience and skills
  • Medical Doctor degree with current Medical Council of Tanzania registration
  • Master’s degree in Public Health or related field is an added advantage.
  • At least 3 years of experience working in public health programs/ services
  • At least 3 years of experience in design, implementation, management and M&E of HIV or related clinical and public health programs and services
  • Experience in using CQI, PHE and OR techniques to address public health challenges
  • Excellent command of Swahili and English languages, in written and oral communication
  • Experience in basic computer applications such as MS Word, Excel, Power point and internet

Position: COMMUNITY-BASED INTEGRATED SERVICE DELIVERY/RETENTION ADVISOR – 2 posts – TUNDURU AND WANG’ING’OMBE       
Reports to: REGIONAL TECHNICAL MANAGER.
Duties and responsibilities: 
  • Lead and oversee the planning, implementation and M & E of the Community based integrated services including ART Retention within the region/district wards as per the project work plan, as well as other relevant activities in her/his respective region.
  • Lead implementation of key program initiatives in his/her unit to address key program and national priorities such as maintaining ART Retention through patient tracking and re engagement into ART services.
  • Provide TA to the R/CHMTs and HFs in planning, implementation, M&E and reporting of the community based integrated services and ART retention services.
  • To conduct needs assessment, on community based programs and ART retention in her/his council(s), and organize efforts to address these needs; including capacity building and health system strengthening – in collaboration with the R/CHMTs and CSOs.
  • Support CSOs activities implementation through provision of technical support and coaching on key donor and national programmatic priorities, quality improvement of community initiatives and expected outputs/outcomes of the program.
  • Ensures supported facilities implement integrated referral and tracking systems to minimize the loss to follow up of ART clients through improving evidence linkages between health facilities and community.
  • Ensure regional targets on community based health services and ART retention are met through creating and implementing effective strategies with CSOs and Health facilities by creating ownership of the targets.
  • Ensure timely collection and submission of Community based and tracking data as well as supporting strengthening of the related M&E systems – in collaboration with the M&E team.
  • Lead efforts to robustly analyse and utilize tracking and community data through provision of technical assistance to CSOs to inform plans, priorities and resource allocation.
  • Lead efforts to identify gaps in ART retention and community-based services; design and implement CQI initiatives to address the gaps.
  • Participate in preparing quarterly and annual narrative reports to be submitted to key stakeholders including best practices, lessons learned and other relevant documents on Community based services and ART retention as assigned by line manager.
  • Support and advise the line manager on all Community-based programs and ART retention issues and perform other relevant duties as assigned by the line manager.
Requirements: Experience, educational and professional qualifications
  1. Basic degree in Medicine, Nursing or Social Sciences.
  2. Master’s degree in Public Health or related field is an added advantage

Position: PEDIATRIC HIV ADVISOR- 2 posts –  NJOMBE & TUNDURU  
    Reports to: REGIONAL TECHNICAL MANAGER
Duties and responsibilities: 
  • Lead and oversee planning, implementation and M&E of Paediatric HIV services under the USAID Boresha Afya – Southern Zone Program, in her/his respective council(s).
  • Lead implementation of key program initiatives – in her/his unit – to address program, donor and national priorities – such as Focused PITC, index HIV testing and accelerating children’s initiated on treatment (ACT) – in line with national guidelines.
  • Provide TA to the R/CHMT and HFs in planning, implementation, M&E and reporting of Paediatric HIV services.
  • Ensures that supported facilities implement integrated and comprehensive package of Pediatric HIV services at all levels through various activities and support national and global priorities in Pediatric HIV.
  • Support the capacity building activities in collaboration with R/CHMTs to identify training/mentorship needs at the supported facilities and organize trainings/mentorship program for facilities level staff using currently recommended national curriculums.
  • Ensure timely collection and submission of Paediatric HIV data as well as support strengthening of the related M&E systems – in collaboration with the M&E team.
  • Lead efforts to robustly analyse and utilize Paediatric HIV data to inform plans, priorities and resource allocation.

Reports to: REGIONAL TECHNICAL MANAGER
Duties and responsibilities: 
  • Lead and oversee planning, implementation and M&E of HIV services including HIV Testing and ART services under the USAID Boresha Afya – Southern Zone Program, in her/his respective council(s).
  • Provide oversight and lead the implementation of key HIV program initiatives to address program, donor and national priorities – such as index HIV testing, focused PITC, linkage for ART initiation and Viral load suppression – in line with national guidelines
  • Actively participate in and provide technical assistance (TA) to Regional & Council Health Management Teams (R/CHMT) and supported health facilities in planning and implementation of HIV programs and services.
  • Conduct need assessment, on HIV services provision in her/his council(s) and organize efforts to address these needs -; including areas of capacity building and health system strengthening – in collaboration with the R/CHMT.

Position: PMTCT AND EID ADVISOR – 2 posts – LINDI &TUNDURU
Reports to: REGIONAL TECHNICAL MANAGER.
         Duties and responsibilities:  
  • Lead and oversee planning, implementation and M&E of PMTCT and EID program and services under the USAID Boresha Afya – Southern Zone Program, in her/his respective council(s).
  • Lad implementation of key program initiatives – in her/his unit – to address program, donor and national priorities – such as index HIV testing, Option B+, male involvement, tracking of motherinfant pairs, follow-up of EID results in line with national guidelines.
  • Provide TA to the R/CHMT and HFs in planning, implementation, M&E and reporting of PMTCT and EID services.
  • Work with R/CHMT to ensure that supported facilities implement integrated and comprehensive package of PMTCT and EID services at all levels through: o Participation in supportive supervision with R/CHMTs
  • Participate in capacity building and implementation of the national guidelines and tools for PMTCT and EID services o  Be responsible with the achievement of program targets for PMTCT and EID services
  • Strengthen systems for M&E of PMTCT and EID (paper tool and/or software) and ensure their availability and proper use at all supported facilities
  • Support the capacity building activities in collaboration with R/CHMTs to identify training/mentorship needs at the supported facilities and organize trainings/mentorship program for facilities level staff using currently recommended national curriculums.
  • Identify, conduct capacity building and effectively engage key community resource personsincluding CSOs, mother peers-to accelerate tracking of missing mother-infant pairs.
  • Ensure timely collection and submission of PMTCT and EID data as well as support strengthening of the related M&E systems – in collaboration with the M&E team.
  • Lead efforts to robustly analyse and utilize PMTCT and EID data to inform plans, priorities and resource allocation.
  • Lead efforts to identify gaps in PMTCT and EID, design and implement CQI initiatives to address the gaps identified.
  • Organize and support routine meetings with key project stakeholders to share, monitor and evaluate project progress towards assigned targets.
  • Prepare timely quarterly and annual narrative reports, best practices, lessons learned and other relevant documents on PMTCT and EID services as assigned by line manager.

Reporting to the Zonal Project Officers.
Duties and Responsibilities
  • Drive the project vehicle safely; transporting authorized personnel/passengers.
  • Maintain a clean record of all journeys, daily mileage, fuel consumption, oil changes and greasing.  Ensure day-to-day maintenance of the assigned vehicle, perform minor repairs  •     Comply with laws and regulations for safe driving.
  • Observe the safety and security procedures.
  • Ensure that all accessories of the vehicles are maintained and checked at all times.
  • Keep a valid driving License and the vehicle’s insurance up to date all the time.
  • Perform all other duties as may be assigned by the immediate supervisor.
Requirements: Education, work experience and skills
  • Secondary School education is essential
  • Driving Certificate from a recognized institution
  • Keen on the wellbeing of the given vehicle
