Clinical Duties:
Under
the overall supervision of the Medical Doctor or his/her nominee within
delegated authority, the Laboratory Technician will be responsible for
the following duties:
• Management of the UN dispensary laboratory to ensure smooth operation of the day-to¬ day functions;
• Regular maintenance of all laboratory equipment following the technical specifications of the manufacturers of the equipment;
• Fast and efficient resolution of all problems related to laboratory performance;
• Proper reporting of problems to the manufactures’ customer service;
• Proficient communication and coordination with maintenance technician and prompt facilitation of an on-site service if needed;
• Ensure safe handling of bio-hazardous materials in compliance with the international standards and practices;
• Draws blood samples applying international sterilization and bio safety standards;
• Collects and labels urine, stool and sputum samples for different tests following international bio safety standards;
• Preform all laboratory tests as requested by the Medical Doctor in promptly and professional matter;
• Autoclave and sterilize the instruments and containers following international standard of bio safety;
• Assist in organization and implementation of health promotion/monitoring programmes;
• Perform diagnostic and screening laboratory tests using the available equipment and instruments;
• Report in a timely fashion results of tests to the Medical Doctor;
• Ensure that the reports are managed in timely, promptly and confidential manner;
•
In close coordination with the national HIV advisor and the Medical
Doctor, organized the VCT at the laboratory, following the guidelines of
ONUSIDA;
• Ensure that the results for the patient using the services of CVT are managed in confidential and timely manner;
•
Ensure appropriate disposal of the hazardous material following
international standards of bio safety in coordination with the Medical
Doctor, Nurse and Pharmacist
2) Administrative Duties:
•
Ensure proper management of reagents stock; Keep an inventory of
laboratory supplies and ensures that the supplies are always replenished
and adequate;
• Make arrangements for outside laboratory tests for UN staff when required;
• Keep records of all work done in the laboratory and provide statistical report in regard to laboratory activities.
3) Impact Results:
•
The incumbent analyzes and produces laboratory results with maximum
precision leading to reliable results. This will assist in timely
diagnosis of ailments. The key results have an impact on the efficiency
of the UN dispensary. Accurate, safe, cost effective and timely
execution of the fully documented results strengthens the capacity of
the UN Clinic at the duty station, and facilitates subsequent action by
the supervisor.

Background
The
UNV Field Unit (FU) is responsible for mobilization, recruitment and
placement of UN Volunteers in UN Agencies, Government, Civil Society
Organizations and the Private Sector. The UNV Field Unit represents and
positions the UNV Programme in-country and brings UNV’s services and
volunteer solutions closer to cooperating partners. The UNV FU is
further responsible for every day management of serving volunteers.
The
Communications Intern will support the UNV Head of Field Unit in
Communications and Advocacy initiatives for the UNV programme in
Tanzania. He/She will receive support and guidance from the UNV Communications Associate based in the UNV Regional Office in Nairobi.
The
Intern will be expected to support with the outreach, advocacy and
Communications by demonstrating a forward-thinking approach to match the
current communication trends including social media engagement.
Duties and Responsibilities
Under
the supervision of the Head of Field Unit and support from the
Communication Associate, UNV ESARO in Nairobi, the intern shall work
and/or assist the UNV Field Unit to perform, inter alia, the following tasks: -
Engage
with the UNV Regional Office team in strategic communications planning
and processes that support the organization’s mission, strengthen the
visibility of the Field Units activities and raise public awareness on
volunteer mobilization;
In collaboration with the UNVFU team, design and produce relevant knowledge management products and communication packages;
Engage
with the UNV FU team in writing and disseminating of external-oriented
content for the UNV website, social media, newsletters, and other
outreach mediums, in line with corporate guidelines;
Review
and edit success stories, blogs, etc. from field unit’s serving
volunteers and, in line with corporate guidelines, ensuring they
demonstrate UNV’s added value and thought leadership, and are ready for
publishing and dissemination;
Monitor
and improve communication tools (including communications products and
online channels) to ensure clear communication of results and UNV
positions on key issues to advance the development agenda;
Assist the FU in the organization of key events and communication opportunities
Promote key events and results of the Field Units and the UNV Regional Office within the Region;
Identify
sources of information related to volunteerism and development from
countries in the region and facilitate sharing and replication of
practices and lessons learned;
Assist in development of a Volunteers database and mailing lists and ensure they are maintained up to date;
Participate in meetings and perform other communications/advocacy support tasks as required.

UN Clinic Health Manager
As
in many Programme Countries, UN field personnel in Tanzania are exposed
to various health and security hazards that may result in disease;
psychological trauma and life-threatening injuries. Dedicated, effective
primary health, occupational health, tropical medicine and emergency
medical services may mitigate negative outcomes of trauma, injuries and
health complications providing better chances for saving lives as well
as for faster and better recovery.
The UN Health Manager is part of the UN common services of the UN country team in Tanzania and administered by UNDP. In that context UNCT, after long consultation and evaluation of health condition in Tanzania, decided to recruit a UN Health Manager who will be based in Kigoma.
The UN Health Manager will attend to the UN Clinic on a full-time basis and provide medical services to staff members and their dependents. In addition, he/she will facilitate medical evacuations and cooperate with headquarter offices on all related matters. UN Health Manager is responsible for the day to day running of the UN Clinic and he/she manages the UN Clinic staff and physical assets (equipment and inventories), ensures consistent delivery of high-quality medical services to the UNCT. UN Health Manager will also be responsible for medical examinations of staff, a responsibility he/she will share with other designated UN Physicians. (The UN Clinics operate, with regard to technical matters only, under the general supervision of the UN Medical Director and with UNDP regarding all administrative matters)

S/he is part of the emergency response team and will as such work closely with DSS in implementing casevac and mass casualty response.

- Attend the United Nations Clinic on a full-time basis;
- Respond to acute emergencies in line with international protocols such as advanced trauma life support management and advanced cardiac life support. or Pre-Hospital Trauma life support;
- Be able to do triage and primary stabilization;
- Undertake day-to-day clinical duties, e.g. walk-in clinic, pre-placement and periodic medical examinations and immunizations;
- Provide health education;
- Participate in addressing work environment and occupational health issues;
- Undertake medical examinations for UNDP and UN Agencies international and local staff and dependents;
- Diagnose and recommend treatment to all staff visiting the Clinic on a daily basis;
- Be on call during and outside office hours to observe and treat emergencies in the UN Clinic. Undertake house calls when required;
- Responsible for entry and periodic medical examinations for United Nations staff members who choose to use the UN Clinic for their examinations.
- Deputize the UN Clinic health manager when needed.
- Liaise with other dispensaries, host-nation medical facilities and medical facilities abroad to coordinate medical evacuations;
- Follow the United Nations established policies and procedures regarding medical clearances, sick leave and medical evacuations;
- Recommend medical evacuation when she/he is deputizing the UN clinic health manager or when the she/he is delegated to do so to Resident Representative of the involved Agency, fund or program (act as the medical expert and submit the evacuation request the advice of UN Medical Director) and facilitate medical evacuations authorized by the UN Medical Director;
- Responsible for all paper work and reporting procedures for medical evacuations in line with UN Rules and procedures;
- Ensure proper follow up on all cases;
- Application of terms of reference in UNDP POPP for rules and regulations regarding UN Clinic operations;
- Responsible for establishing good relations with reliable hospitals, private medical facilities and blood banks and local physician, including UNEP if available;
- Keep constant contact with the United Nations Designated Examining Physicians to facilitate their availability as and when required;
- Ensure that proper medical records are kept in a strictly confidential manner;
- Maintain emergency medical supplies and equipment to be used in case of emergency situation;
- Replenish first aid kits and other essential medical supplies kept in other duty stations within the country;
- Maintain medical records of all United Nations personnel and advise health precautionary steps to new staff members;
- Prepare and send periodic (quarterly) reports of functions, visits, medical evacuations and treatments at the UN Clinic to the United Nations Medical Service when she/he deputized the UN Health Manager.
- Advice on health precautionary steps to be undertaken at the duty station, and perform any other duties as considered necessary by the United Nations Medical Director and/or the UN Resident Coordinator.

- Supervise, distribute work to the nurse (s) and other staff of the United Nations Clinic;

The
UN Clinic Nurse performs the functions under the immediate supervision
of the UN Physician with regards to technical matters only and the

- Attend the UN Clinic on a full-time basis;
- Assist the UN Physician in the performance of his/her duties
- Responds to emergency calls during outside office hours when necessary and assists Medical Doctors in providing adequate care;
- Give first-aid and advice to the staff and their recognized dependents;
- Ensures effective liaison between patient and private doctor, paramedics, family members, and colleagues as appropriate;
- Documents case findings.
- Performs diagnostic and screening tests such as: ECG, x-rays, laboratory (blood and urine), and other tests as required.
- Performs clinical assessment of patients visiting the walk-in clinic;
- Facilitates referral to the UN Medical Doctor or to an outside physician, as required.
- Ensures preparedness of staff travelling on missions or reassignments, including administration of appropriate vaccine, instructions on malaria prophylaxis and other travel-related ailments.
- Instructs on the content and potential uses of travel kits where applicable;
- Assists in providing health education and health promotion programs;
- Participates in work environment assessment, e.g. office ergonomics, and addresses other occupational health issues.
- Coordinates medical evacuation and cooperates with Medical Services Division in New-York HQ and the receiving facilities in home countries;
- Assists in providing medical support during evacuation and repatriation;
- Advises evacuees on the requirements for evacuation and/or escorts patients if needed;
- Concludes or closes medical evacuation files to enable staff members to submit claims;
- Assist in arrangements for the deceased;
- Designs and implements outreach programs for mission personnel; Plans and organizes preventive and promotes medical fairs;
- Perform medical briefing for incoming staff and conduct first aid training;
- Assess needs of clients visiting the walk-in clinic, provides care/advice (e.g., the benefits of preventive medicine etc.) accordingly and facilitates referral to the UN Physician or to an outside physician, as indicated;
- Administer minor “outpatient” treatment and immunization requirements;
- Assists in maintaining records of patients’ medical data including consultations and treatment;
- Maintain strict confidentiality with regards to patient’s medical records; patient management and treatment.
- Perform medication, injection, dressing, stitching, foreign body extraction and so on as needed;
- Performs other related duties as required
- Maintain the UN Clinic in good order and keep the inventory of medical supplies and equipment up-to-date and be prepared for disaster;
- In consultation with the Health Manager maintain a 24-hour roster of available specialists for referral and treatment;
- Coordinate and supervise the work of other UN Clinic personnel e.g. Ambulance Driver and Cleaner;
- Check equipment and supplies on a daily, weekly, monthly and yearly basis and maintain them in working order;
- Ensures that medical instruments are properly sterilized and maintains hygiene and cleanliness of the dispensary;
- Through a monthly check, ensures that medical instruments and equipment in the UN ambulance are maintained in a working order, and replaced after use;
- Enter medical data of patients into register, patient’s file, and electronic databases;
- Schedule consultations with the Health Manager for eligible staff and dependents;
- Ensure a proper and safe disposal of hazardous material and medical waste in close coordination with the UN Physician and Laboratory technicians.
- Identifies and plans clinics’ material, supplies and equipment requirements and raises requisitions accordingly;
- Liaises with Procurement Section and Supply Section to establish essential contracts for the mission;
- Develops logistic plans to support field satellite clinics, and follows up on implementation;
- Draws and implements duty roster for clinic personnel;
- Arranges medical appointments and examinations to mission personnel;
- Updates the monthly reports of the clinic.

Background
As
one of the original eight pilot countries for the UN Reform initiative
Delivering as One, Tanzania is a global leader in advancing reforms of
the UN system, with a view to support accelerated harmonization in
implementation practices, coherence in programming, and alignment with
national systems, intended to produce a reduction in transaction costs
and enhanced development impact. Deepening reform will require new and
even more innovative ways for the UN agencies to work together in
formulating and implementing UNDAP II. Programme planning, resource

One UN Operations Team.
The
Programme Team works in three focus areas namely Inclusive Economic
Growth, Environmental Sustainability and Inclusive Democratic
Governance. The Inclusive growth focus area deals with poverty
reduction, private sector development, social protection, addressing
issues of unemployment and livelihoods strengthening. The Programme
Analyst for Inclusive growth works under the overall guidance of the
Programme Specialist and Head for Inclusive Growth Pillar. The Programme
Analyst analyzes political, social and economic trends and takes active
role in design, formulation, implementation, monitoring, reporting and
evaluation of projects within his/her portfolio and provides policy
advice services to counterparts.
The
Programme Analyst supports the Programme Specialists with the daily
operations of projects, including project management in Atlas, reporting
in IWP and ROAR and also support the bidding and contracting processes
under NIM when UNDP is a responsible party. The Programme Analyst
ensures effective delivery of the CO programme by supporting programme
implementation throughout project cycle while remaining consistent with
UNDP rules and regulations guided by the POPP. The functions are
embedded with a virtual team across the thematic areas but also working
closely with the Programme Finance and Procurement teams in order to
fast-track processes and ensure that there are sufficient capacities to

The
Programme Analyst coordinates activities of the projects’ staff

Identification of areas for support and interventions within the area of Inclusive Growth. Ensure the programme of support is fully aligned to the thematic, design and operational parameters of the Strategic Plan;
Ensure that the programme is appropriately reaching the target population, issues of sustainability and scalability are addressed, and that the voice of the marginalized and that South-South and triangular cooperation is built in programmes;
Ensure gender and women empowerment is mainstreamed in all programmes within the Inclusive Growth portfolio and that the interventions are reaching the poor and marginalized;
Work closely with the Programme Specialist & Head of the Pillar to provide support to CO to develop private sector engagement strategies and initiatives. Additionally, she/he will help the Pillar to contribute to thought leadership in the areas of private sector engagement and partnership.
CO business processes mapping and preparation of the content of internal Standard Operating Procedures in Results Management.
Ensures effective management of the CO programme within the Inclusive Growth portfolio focusing on quality control from formulation to implementation of the country programme achieving the following results:
Effective application of RBM tools, establishment of management targets and monitoring achievement of results;
Design and formulation of CO programme within the area of responsibility, translating UNDP’s priorities into local interventions. Coordination of programme implementation with the implementing agencies;
Initiation of a project, presentation of the project to PAC, entering project into Atlas, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review;
Programme Analyst can perform as requisition approver in Atlas and participates in recruitment processes for projects;
Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of NIM projects;
Follow up on audit recommendations. All exceptions are timely reported;
Aggregate reports are regularly prepared on activities, outputs and outcomes, documentation and communication of results, monitoring and gathering evidence for ROAR and data for the IRRF, preparation of donor reports;
Preparation of Annual Project Report (APR) for the projects within the Inclusive Growth portfolio with supervision from the Programme Specialist & Pillar Head. .
Ensures creation of strategic partnerships and implementation of the resource mobilization strategy in cooperation with the Programme and Operations Teams focusing on achievement of the following results:
Development of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors’ priorities;
Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.
Ensures provision of top quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:
Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals;
Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners;
Sound contributions to knowledge networks, website and communities of practice;
Organization of trainings for the operations/ projects staff on programme issues.
