ESSENTIAL FUNCTIONS
The Monitoring Evaluation and Learning Specialist refines and maintains systems to collect and analyze information on outputs and outcomes of the NTRI partnership and EENT Project. She/he supports the NTRI coordination unit’s core monitoring, evaluation, and learning function and implements monitoring, evaluation, and learning functions in accordance with the commitments and requirements of USAID.
RESPONSIBILITIES AND SCOPE
Support monitoring, evaluation, and learning aspects of the NTRI partnership’s work to realize landscape-level outcomes, including:
• Manage a dashboard of metrics that measure progress toward achieving landscape-level outcomes for people wildlife, and habitat. Ensure that data collected is available to partners, collaborators, and communities.
• Manage and provide technical oversight of key research / data collection efforts that provide information on landscape-level outcomes, including a socio-economic household survey, rangeland condition and land use change assessments, and aerial wildlife survey.
• Conduct periodic rapid technical evaluations of collaborative activities in the field to identify where adaptations might be needed.
• Lead a process for sharing lessons learned and using data to inform decision-making for adaptive management of the NTRI program and EENT project.
• Coordinate a system for monitoring progress of a stakeholder forum for healthy, connected rangelands.
Support monitoring, evaluation, and learning aspects of the NTRI partnership’s internal coordination platform, including:
• Coordinate and maintain a NTRI partnership Organizational Capacity Assessment and track targets and milestones set through action planning
• Manage a consultant conducting an external review of the NTRI partnership and support a process to address findings.
• Support monitoring, evaluation, and learning aspects of an NTRI partnership annual internal review.
Lead compliance with USAID MEL requirements, including:
• Refine and maintain systems to collect, store, and ensure quality control of data and information for tracking of progress against targets and deliverables. Ensure standardization of monitoring and data storage for USAID compliance.
• Guide staff and sub-awardees on monitoring practices.
• Compile, review, and submit publications and data to various USAID portals including Development Experience Clearinghouse, Development Data Library, TriaNet, Implementing Partner Reporting System
• Assist in the development of project reports and deliverables, particularly with respect to MEL aspects. Ensure implementation of and reporting against EENT Monitoring, Evaluation & Learning (MEL) Plans.

Background
The adoption of the 2030 Global Agenda for Sustainable Development in 2015, underlines the implementation of 17 Sustainable Development Goals (SDGs) to end poverty, fight inequality and injustice, and tackle climate change challenges by 2030. The Agenda 2030 is underpinned by a strong commitment to ‘leave no one behind’ and to reach the furthest behind first. As implementation of the 2030 Agenda unfolds, the demand for effective national institutions, systems, policies as well as reliable quality data emerges. Thus, underscores the importance of building capacities to enable countries to plan, implement, monitor and report on their National Sustainable Development Strategies (NSDS) and the Sustainable Development Goals (SDGs).
The Revolutionary Government of Zanzibar is committed to the implementation of the Global Development Agenda 2030 as reflected in the Zanzibar Strategy for Growth and Reduction of Poverty III (MKUZA III). However anecdotal evidence has revealed limited capacities for coordination and reporting of both the SDGs and MKUZA III in Zanzibar. It is within this context that the Revolutionary Government of Zanzibar is committed to strengthen its national systems and institutions to facilitate coordination, implementation and reporting of SDGs. There is also a challenge in responding to greater demand for reliable and disaggregated data, required to inform policy and decision making, coordination of routine activities as well as monitoring implementation of the SDGs and development plans. The situation therefore, calls for further strengthening of RGoZ’s capacities to facilitate coordination, monitoring and reporting the results of SDGs and MKUZA III as well as in responding to the increasing demand for data.
In that regard, UNDP is supporting the Zanzibar Planning Commission to implement a project on ‘Capacity Building for Coordination and Reporting of the SDGs and the Zanzibar MKUZA III’. The aim of the project is to enhance institutional capacities and facilitate coordination, monitoring and reporting of the SDGs and MKUZA III in Zanzibar.
It seeks to put in place essential capacities that enable the formulation and implementation of conducive policies and regulations as key ingredients and enablers of sustainable development.

Job Title: Radio operations Support

Background
The UN in Tanzania employs over 1,000 personnel countrywide. For these personnel to communicate, radio communication is still utilized (HF&VHF). There is a radio network now in place throughout the country and Kibondo is part of this network. The UN in Kibondo is presently assisting refugees from Burundi and will be doing so for the near future. For the UN in Kibondo to work efficiently, effectively and safely, 24/7 radio communications is necessary.

The Tanzania Radio network is a mandatory and long-term security risk mitigation measure and is part of the baseline Minimum Operating Security Standard (MOSS). The network is part of the Emergency Communication System (ECS) and is under the accountability of the Designated Official (DO) and the UN Security Advisor (SA). This particular position in Kibondo is under direct supervision of the Head of Sub Office, UNHCR Kibondo.

Duties and Responsibilities

Responsible for monitoring all radio communications, including tracking of UN vehicles and staff movements, to ensure efficient, 24-hour coverage of telecommunications service;
Implement the standard Operating Procedures (SOPs) for Emergency Telecommunications in Tanzania;
Conduct regular radio checks and keep track of participation, filing weekly compliance reports;
Assist communicating the implementation of the Country Security Plan and activation of agency based warden system;
Receive calls and security incident reports from UN personnel and assist staff in the initial phase of an incident, while ensuring the information gets to a UNHCR/UNDSS office emergency response;
Disseminate Security related information to staff and facilitate accurate, efficient and concise communication and information flow;
Support the Radio Operator Supervisor user training on telecommunications equipments and SOPs.

Introduction
ADD is an international non-governmental organization based in UK. It works with disabled people's organizations (DPOs) to demand their rights and to have an inclusive society. ADD in Tanzania work in partnership with the Tanzania Federation of Disabled People's Organization (SHIVYAWATA) and National DPOS. Currently ADD International and SHIVYAWATA, Ministry of Education Science and Technology (MOEST) and President Office' Regional Administrative and Local Government (PO-RALG) are implementing a four years project namely Modelling Inclusive Pre-primary Education (MIPE) which focus on providing an opportunity for young children with disabilities to access inclusive and appropriate pre-primary education across four districts namely Kibaha Town Council, Kisarawe, Mkuranga and Kibaha DC in Pwani Region.

Purpose and Scope of the mid-term review (MTR) The MIPEMTR will be undertaken at the mid-half of the programmes and will pave the way for the programme delivery for the remaining duration and proposed amendments (if any) required in programme design, implementation and arrangement and/or linkages in order to effectively and sustainably contribute to the programme objectives. It will also be forward looking and will capture effectively lessons learnt, providing information on the nature, extent and where possible, the potential impact and sustainability of results including contribution to capacity development and achievement

The MTR process shall focus on analysing the data in the key four areas namely relevance, effectiveness, efficiency and sustainability in which for each area, the process shall analyse the data, identify key learning points, best practices and recommendations.
Related skills and qualifications: 
• A relevant master's degree and above with extensive experience in conducting reviews/evaluations (preferably for inclusive education projects) and have a proven record in delivering professional results.
• Examples of previous work to be provided.
• Be fluent in English and able to communicate verbally and in writing.
• Using Swahili for community level interviews will be essential.
• Have relevant technical qualification in inclusive education or equivalent work experience in education or social sciences.
• Be fully acquainted with project lifecycle management
