Objective of the Assignment

Facilitate an institutional/organizational needs assessment of the TCCIA district chapters performances through identifying strengths and gaps. Provide recommendations for improvement in order to enhance organization/operational capacity and sustainability.

The Program

The Tanzania Enabling Growth through Investment and Enterprise Program (ENGINE) is a four-year (2017 – 2020) USAID-funded Feed the Future Tanzania activity awarded through contractual mechanism that aims to streamline and enhance many of the regulatory, informational and financial channels that encourage domestic and foreign investment in the southern mainland agricultural regions of Mbeya, Morogoro, and Iringa, and in Zanzibar.
ENGINE works at the district Local Government Authority (LGA) level, using a broad-based approach to engage with district councils, private sector associations, business development service providers, financial institutions and small and medium enterprises. The program’s activities are divided into three main components.
Implement policies for growth. Build the capacity of the private sector to effectively dialogue with the government to set the policy agenda and improve the capacity of the public sector to implement policies.
Equip businesses for growth. Strengthen SME capacity and foster the growth and capacity of a sustainable market for business development services (BDS) in Tanzania.
Access to finance for growth. Broaden access to finance for small and medium-sized enterprises (SMEs) in all sectors, especially women and youth entrepreneurs and those working within agricultural value chains (excluding primary producers), to facilitate increased business viability, growth, and investment.

Background

Tanzania Chamber of Commerce Industry and Agriculture (TCCIA) is a member-based organization for the private sector which has offices in all regions of Tanzania Mainland. All Regional chambers are semi-autonomous and their overall objectives are:
  1. To unite all members of the business community in the respective region,
  2. To act as an instrument of the members in dialogue with the government and parastatals on broad issues of macro and micro social economic policy.
  3. To formulate and uphold the highest standards of business ethics.
  4. To promote, coordinate and protect commercial, industry and agriculture interest in Tanzania mainland for TCCIA members.
  5. To foster social unity within and to promote the welfare of the commercial, industrial and agricultural community.
  6. To promote and support legislation that eliminates bureaucratic impediments or regulations that adversely affects the interests of commerce, industry and agriculture.
TCCIA district chapters, for instance in Mufindi, Kyela and Kilosa, have many inactive members. Normally, a member who failed to pay his/her subscription fee for more than three years is counted as an inactive member. Due to this, TCCIA chapters have failed to attain their objectives mentioned above. For example, in the Mufindi TCCIA, only 14% of its members are active (pay their fees on time) whereas in Kilosa, TCCIA has no formal membership organization so far. In addition, the Kyela TCCIA has an active membership though there is a challenge of leadership performance.
TCCIA aims to have an enabling business environment for its members and non-members through several activities which are:
  1. Lobbying and Advocacy to the Public sector through Public Private Dialogue (PPD) regarding the change of policies which are hurdles to its members and business community.
  2. Capacity building to its members by providing trainings in collaboration with other stakeholders like the higher learning institutions
  3. To link its members with financial institutions for increasing TCCIA members’ capital.
  4. To link members with domestic and international markets for TCCIA members’ products.
  5. Run a Business Information Centre (BIC) where some services are provided such as Internet services, printed materials for information and education, business registration, provision of Certificates of Origin for exporting products and secretarial services.

Problem Statement

District TCCIA Chapters experience challenges concerning organization/operational management due to the lack of sustainable source of funds and lack of marketing strategy skills which lead to poor organizational performance.  Most TCCIA revenue depends on membership fees.  There has been a decline in number for recruited members, and several members have dropped their membership. This affects the financial stability of the organizations, which leads to poor performance of the Organizations.
Therefore, the emerging situation facing TCCIA district chapters calls for technical support from ENGINE which would improve the organizational performance and sustainability
Tasks
The Expert Volunteer will be required to accomplish the following tasks;
a. Organizational Assessment
b. Conduct SWOT analysis
c. Institutional performance appraisal
d. With the objective of becoming financially stable with a large member base, develop an efficient membership recruitment system
, member retention strategy and membership fee structure. 
e. Design and test a tool that will be used to maximize subscription collections and reduce cost of operations.
f.  Develop marketing strategies which enhance TCCIA to be competitive in promoting the business environment;
g.Provide capacity building to address the operational management gaps that have been identified and document those that require additional time and/or resources to be addressed;
h. Establish an information and communication strategy that will ensure membership satisfaction and reduce cost, increase revenue and promote an enabling business environment;
i. Build organizational capacity on policy agenda identification, analysis, consultation and advocacy for reform through dialogue.
j.Develop a tool which will be used to promote networking with other business chapters and used as an advertising method for members’ business and information-sharing (markets/ opportunities) with other chambers in other countries.
Deliverables
  1. Inception Report and Work Plan
  2. Capacity Building Report
  3. Draft report with strategic recommendations for promoting membership recruitment, information/communication, maximize subscription collection and revenue sources. This must be submitted to TCCIA district chapters for discussion and concurrence.
  4. Final Report with recommendations to be submitted to respective TCCIA management teams for acceptance and approval. Then submitted to ENGINE
  5. T he Expert Volunteer will conduct debriefing meetings to TCCIA chapters and ENGINE-Dar Office/USAID.

Qualification of the Expert Volunteer

  • 5+ years of experience working within a Chamber of Commerce in operational management, marketing and economic management, information and communication for networking and advocacy;
  • A minimum of University Degree in Business Administration, Project/Development Planning and Management, Economics, Agri-Business and/or Industrial Development. Master’s degree and above is an added advantage.
  • An innovative and creative professional with experience in membership recruitment and retention
  • Stakeholder engagement skills, especially networking and linkages.
  • Lobbying and Advocacy skills
  • Well equipped with computer skills especially Excel, Word and Publisher.
  • Report writing skills
  • Knowledge on how TCCIA operates in Tanzania and proven experience in similar assignments in Tanzania will be an added advantage.

The main objective of this assignment is to assist Local Government Authorities in Pemba to evaluate their solid and liquid waste collection, disposal and recycling’s policies, bylaws, regulations and resources, draft service improvement plans, propose funding mechanisms to improve the delivery of solid waste collection and disposal, as well as the recycling of the same and to recommend follow-on volunteer assignments in these areas .

Background:

The Local Government Reform Program (Tanzania mainland) and Decentralization by Devolution (in Zanzibar) are key national Government development initiatives, and acknowledges that well-functioning Local Government Authorities (LGAs), with a clear mandate to facilitate broad-based growth and to improve service delivery to all communities, must be supported.  However, these processes are incomplete, and LGAs often lack the resources or technical tools to implement them to have a positive impact on the business sector.
Local Government Authorities are responsible for the collection and disposal of solid and liquid waste.  They frequently charge fees or taxes to provide these services, and often use commercial vendors as sub-contractors to assist with service delivery.  As in many countries, the issue of solid waste collection and disposal is one of extreme interest to community members and therefore local governments, as poor performance in this area can have adverse effects on sanitation, disease control, public health, hazardous materials, environmental quality of life issues such as odor, appearance, animal control, and more.  These factors, in turn, can have adverse impacts on the business environment (viability, profit, etc.) and the investment climate.     

Problem Statement

Local Government Authorities (LGAs) in Pemba often lack resources to effectively collect and dispose of solid and liquid waste, including trash, food waste, vegetation (green waste), and hazardous materials, and to recycle waste, and business customers receiving solid waste removal services report significant problems.  Existing waste management/disposal and recycling policies, by-laws and existing regulations require review and reform. Additionally, two LGAs, Chake Chake and Wete need capacity building in solid waste collection technics, garbage fees collection strategies, recycling of solid waste and proper handling liquid wastes.

Tasks

The Expert Volunteer will complete the following tasks:
  1. Attend an orientation meeting with ENGINE Program staff;
  2. Accompanied by the relevant ENGINE staff, attend an introductory meeting with the Local Government Authority’s leadership and technical staff to discuss the Expert Volunteer assignment and to review its objectives;
  3. Facilitate a consultation workshop with a solid waste, liquid waste and recycling technical working group (comprised of public and private sector individuals) to elicit their input/feedback on the prioritization of tasks to achieve rapid results in evaluating relevant policies, bylaws, regulations, and fees. And to provide information on training needed on best practices in solid and liquid waste management, landfill management, and recycling, and to propose improvements to create a strengthened business-enabling environment;
  4. In consultation and collaboration with technical working group;
    • Review solid waste, liquid waste and recycling policies and practices and propose reforms to the same.
    • Engage private sector stakeholders in a public private dialogue (PPD) to explore options for improving private sector participation in solid and liquid waste, and recycling operations and management. Such options could include investigating external funding for capital equipment (trucks, scales, etc. through public private partnerships (PPPs), leasing or equipment loans) and capacity building for for-profit, private companies or Community Based Organizations (CBOs), including efforts to promote a market for local users of recyclable raw materials who can add value by turning these recyclables into value added products, as well as firms interested in composting for agricultural purposes.
    • Prepare a Solid and Liquid Waste, and Recycling Service Improvement Plan that proposes next steps to implement strengthening of the business enabling environment through improved waste and recycling management and by increasing the capacity of Community Based Organizations involved in garbage collection;
    • Analyze LGA solid & liquid waste, and recycling revenues versus related LGA expenditures, and make specific bylaw, regulatory and fee level recommendations related to budget changes and funding sources to implement the above-mentioned Service Improvement Plan, including such options as external grant funding, PPPs, and evaluating landfill fees based on tonnage rather than a flat per trip fee, to create incentives to divert recyclable and compostable waste from landfills;
  5. Write a Final Report summarizing findings, recommendations and conclusions related to the assignment and including the impact on women and youth, as well as a discussion of the LGA’s solid and liquid waste, and recycling-related organizational development challenges and proposed solutions;
  6. Provide exit debriefings to LGA leadership (including the local technical working group), ENGINE, USAID and other relevant anchor institutions/key stakeholders, including  LGA’s organizational development challenges and proposed solutions. 

Deliverables 

The Expert Volunteer will submit the following deliverables:
  1. Minutes/notes of the meetings/training/workshops described in Tasks B, C, and D above and other project meetings.
  2. Documents developed with the technical working group (Task D above):
    • Written description of LGA solid waste and recycling services, procedures, systems and fee structures;
    • Minutes and participant lists for PPDs regarding solid and liquid waste and recycling;
    • Solid & Liquid Waste and Recycling Service Improvement Plan and Action Plan;
    • Solid Waste and Recycling financial policy Recommendations (Revenue and Expense arrangements);
    • List of solid waste and recycling policies needing reform and possible reform proposals.
Expert Volunteer will share draft  report to the LGA management for clearance and approval. The Expert V olunteer will then submit a Final Trip Report to the ENGINE Program that includes the following sections:
A. Introduction;
B. Methodology;
C. Findings, Conclusions, and Recommendations related to the Local Government Authority’s needs in the area of solid and liquid waste and recycling management and policy;
D.Discussion of assignment objectives, with particular reference to women and youth, and how they were met or why they were not met.
Additionally, the Expert Volunteer will provide exit debriefings (Task F above).

Expert Volunteer Qualifications

The ideal Waste Management Specialist Expert Volunteer will have the following skills and qualifications:
  • 5+ years of experience working within local government, preferably with a role in drafting, reviewing/reforming, and implementing policies;
  • Experience with public policies related to solid and liquid waste and recycling management;
  • University degree in sanitation (solid and liquid waste) management, engineering, policy, public administration, or another relevant field;
  • A proven track record of organizational development;
  • Experience in stakeholder engagement, consultation, and facilitation;
  • Training skills, including participatory training in group settings. Training and consultation experience utilizing a translator or interpreter is an added plus;
  • Self-motivated, proactive, detail-oriented, mature, professional team player, who is a strong people/person and communicator, with good inter-personal skills;
  • Ability to address issues, challenges, questions, and concerns in a professional, respectful, logical, and timely manner;
  • Works well in a multi-cultural setting;

Objectives of the Assignment

The main objective of this assignment is to enhance the capacity of Community Based Organizations and other relevant key stakeholders involved in garbage collection to effectively collect and dispose solid waste within these LGAs to bring about improved cleanliness and environmental management for Morogoro and Iringa Municipal councils with zero-waste objectives.
Given that Waste Management Plans are already in-place in both Morogoro and Iringa, this assignment is a continuation activity pursuant to recommendations made in a Waste Management Plans assignment in 2018.This assignment will involve the following:
  1. Undertake organizational development/capacity development needs assessment of the Community Based Organizations, providing training as needed, and documenting the gaps identified and the resources required to address them.
  2. Build and improve the capacities of CBOs on the Solid Waste Management Guidelines and with sorting technologies so that garbage collected is recyclable and be sold to recyclers instead of adding more load onto dumpsites.
  3. In collaboration with Municipal Environmental officers, link the CBOs that collect garbage to businesses that collect and recycle plastic waste, and potentially others involved in composting for agricultural purposes.
  4. C reate linkage between Business Development Service Providers (BDSPs) and CBOs that are involved in solid waste management to strengthen business operations of CBOs and their profitability in this area.

Through Expert Volunteers’ work in Morogoro Municipal Council and Iringa Municipal Council, ENGINE has supported the development of Solid Waste Management Strategies and Action Plans through which zero-waste objectives have been set. Community Based-Organizations (CBOs) are the key stakeholders who have been engaged in collection and disposal of solid wastes even though CBOs are not well-skilled in effective methodologies, as well as implementing guidelines. Therefore, for effective implementation of recommendations and action plans provided from previous assignments, Community Based Organizations (CBOs) in Iringa and Morogoro need to be capacitated in both effective ways of handling waste, as well as abiding to guidelines that are in place.

  4. In consultation and collaboration with technical working group:
    • Review solid waste, and recycling arrangements and practices and propose reforms to the same.
    • Engage private sector stakeholders in a public private dialogue (PPD) to explore options for improving private sector participation in solid and liquid waste, and recycling operations and management. Such options could include investigating external funding for capital equipment (trucks, scales, etc. through public private partnerships (PPPs), leasing or equipment loans and capacity building for for-profit, private companies or Community Based Organizations (CBOs), including efforts to promote a market for local users of recyclable raw materials who can add value by turning these recyclables into valuable products, including compost for agricultural purposes.
    • Prepare a Solid and Liquid Waste, and Recycling Service Improvement Plan that proposes next steps to implement strengthening of the business enabling environment through improved waste and recycling management and by increasing the capacity of Community Based Organizations involved in garbage collection;
    • Analyze CBO’s needs and recycling status and make specific recommendations related to changes needed and funding sources to implement the above-mentioned Service Improvement Plan, including such options as external grant funding to create incentives to divert recyclable and compostable waste from landfills;
  5. Create Communication and Education plan, develop communication and education materials for CBOs and conduct TOT among CBOs members and LGA’s staff
  6. Facilitate and support LGA to review CBOs contracts incorporating observations/ recommendations for service delivery improvement provided during PPD meeting.
  7. Facilitate and support LGA to prepare CBO’s management procedures for both CBOs engaged in garbage collection and revenue collection with relation to by law enforcement.
  8. Develop guides for reducing wasted food to share with households and restaurants.
  9. Write a Final Report summarizing findings, conclusions and recommendations related to the assignment and including the impact on women and youth, as well as a discussion of the LGA’s solid and liquid waste, and recycling-related organizational development challenges and proposed solutions;
  10. Provide exit debriefings to LGA leadership (including the local technical working group), ENGINE, USAID and other relevant anchor institutions/key stakeholders including discussions of  the LGA’s organizational development challenges and proposed solutions. 

Deliverables 

The Expert Volunteer will submit the following deliverables:
  1. Minutes/notes of the meetings/training/workshops described in Tasks B, C, and D above and other project meetings.
  2. Documents developed with the technical working group (Task B, C & D above)
  3. CBO’s Capacity building facilitation report and action plan, including needs assessment report.
  4. Training Materials that would be used by SMW stakeholders to sustain the skills gained.
The Expert Volunteer will submit a Final Trip Report to the ENGINE Program that includes the following sections:
A.Introduction;
B.Methodology;
C.Findings, Conclusions, and Recommendations related to the Local Government Authority’s needs in the area of solid and liquid waste and recycling management and policy;

The program’s activities are divided into three main components:
  1. Implement policies for growth. Build the capacity of the private sector to effectively dialogue with the government to set the policy agenda and improve the capacity of the public sector to implement policies.

Relevance: 

Part of the way ENGINE plans to expand access to business development services and financial services is through creating a digital platform where information is consolidated and easy to use.  The platform, called BizFundi (www.bizfundi.or.tz) facilitates market linkages between the SMEs, Business Service providers, and financial institutions. The platform consists of a web-based system and a mobile application that are both connected to a shared database.
To assure the user experience quality of the systems and provide competent, consistent, sophisticated, and unique user experience, ENGINE is seeking a volunteer who can navigate through the system, test its user friendliness and functionalities and provide opinions and modification recommendations to improve the systems’ look and feel, then design and generate wireframes of user interface controls, icons and visual elements for both the web application and mobile app.

Specific Task(s): 

Work with the ENGINE Component 3 development team to run user experience tests on the web application and mobile app and design and generate graphical wireframes of user interface controls, icons, and visual elements. In doing so, it will be incumbent for the designer to understand:
  • How interface design, visual language and branding are integral parts of the user experience
  • The ENGINE branding guidelines
  • The current system
The approach to test and designing of the new UI/UX for the web application and mobile app should be as follows:
  • Navigate through the systems’ functionalities and test their user friendliness and responsiveness
  • Convey concerns and bugs clearly back to Engine team
  • Highlight UI issues that compromise the usability of the systems
  • Suggest improvements to the UI with the aim of making the systems ready for external roll-out in a quicker time-frame 
  • Design and generate graphic wireframes of the UI controls (Buttons, Menus, Text Fields)
  • Design and generate wireframes of the overall style (theme) for the visual elements (Fonts, colors, graphics, images, icons, banners)
  • Create a final pixel example page for a website and mobile app screen; and

  • Objective:

    To navigate and interact with the program’s newly-developed digital platform—both online interface and mobile application—and test its usability and accessibility, leading to a series of functionality and design improvement recommendations for a smoother and more consistent user interface.

    Background:

    The Tanzania Enabling Growth through Investment and Enterprise (ENGINE) program is a four-year USAID-funded Feed the Future program awarded through the Volunteers for Economic Growth Alliance (VEGA) that aims to streamline and enhance many of the regulatory, informational, and financial channels that encourage domestic and foreign investment in the southern agricultural regions of Mbeya, Morogoro, and Iringa, and in Zanzibar.
    ENGINE will focus at the district level, using a broad-based approach that works with district councils, private sector associations, business development service providers, financial institutions, and micro, small, and medium enterprises. The program’s activities are divided into three main components:
    1. Implement policies for growth. Build the capacity of the private sector to effectively dialogue with the government to set the policy agenda and improve the capacity of the public sector to implement policies.
    2. Equip businesses for growth. Strengthen SME capacity and foster the growth and capacity of a sustainable market for business development services (BDS) in Tanzania.
    3. Access to finance for growth. Broaden access to finance for small and medium-sized enterprises (SMEs), specifically women and youth entrepreneurs and those working within agricultural value chains, to facilitate increased investment and growth.

    Relevance: 

    Part of the way ENGINE plans to expand access to business development services and financial services is through creating a digital platform where information is consolidated and easy to use.  The platform, called BizFundi (www.bizfundi.or.tz) facilitates market linkages between the SMEs, Business Service providers, and financial institutions. The platform consists of a web-based system and a mobile application that are both connected to a shared database.
    To assure the user experience quality of the systems and provide competent, consistent, sophisticated, and unique user experience, ENGINE is seeking a volunteer who can navigate through the system, test its user friendliness and functionalities and provide opinions and modification recommendations to improve the systems’ look and feel, then design and generate wireframes of user interface controls, icons and visual elements for both the web application and mobile app.

    Specific Task(s): 

    Work with the ENGINE Component 3 development team to run user experience tests on the web application and mobile app and design and generate graphical wireframes of user interface controls, icons, and visual elements. In doing so, it will be incumbent for the designer to understand:
    • How interface design, visual language and branding are integral parts of the user experience
    • The ENGINE branding guidelines
    • The current system
    The approach to test and designing of the new UI/UX for the web application and mobile app should be as follows:
    • Navigate through the systems’ functionalities and test their user friendliness and responsiveness
    • Convey concerns and bugs clearly back to Engine team
    • Highlight UI issues that compromise the usability of the systems
    • Suggest improvements to the UI with the aim of making the systems ready for external roll-out in a quicker time-frame 
    • Design and generate graphic wireframes of the UI controls (Buttons, Menus, Text Fields)
    • Design and generate wireframes of the overall style (theme) for the visual elements (Fonts, colors, graphics, images, icons, banners)
    • Create a final pixel example page for a website and mobile app screen; and
    • Submit the design output (wireframes, mockups) to the ENGINE team
