Job Title: Senior Finance Officer (Internal DRC Tanzania and external for Tanzanian National only)

JOB SUMMARY & PURPOSE:
The Senior Finance Officer Will provide Financial transaction support
and other finance related activities to DRC Tanzania mission in close
cooperation with the Support Services Manager in DRC Tanzania Country
Ofice.The Senior Finance Officer will ensure compliance with all
government, donor, and DRC policies and procedures related to finance.
He/She will assist the Support Services Manager in providing financial
support to other DRC departments, donors, vendors, and government
agencies to have smooth program implementation in line with DRC
operational standards procedures and signed PPAs and FLAs’
KEY RESPONSIBILITIES
• Provide technical advice/assistance to the Support Services Manager in a day to day basis
• Participate in the proposal development with particular focus on donor proposal financial budget
• Review the expenditure reports and other retirements before posted to the DRC Dynamics.
• Assist the Support Services Manager in reviewing all payment
documents for a proper expenditure classification and budget coding and
ensure adequate supporting documents in line with the laid down policies
and procedures before approval for payment.
• Make financial
analysis based on monthly project reports and provide report to the
Support Service Manager on major accounting issues that require
immediately attention and correction.
• Periodically review and
monitor all balance sheet items such as open Xs and ensuring that they
are kept currently and can be easily identified and reconciled
•
Management of monthly staff payroll, which include monthly review of
timesheets payroll Journal Voucher (JV), and allocation of salaries
expenses to the respective project and budget lines.
• Review the bank reconciliations in the DRC Dynamics (ERP) to ensure that it reconcile with GL posted transactions.
• Tracking of employee advances regularly and following up the recovery process or management action.
• Provide technical support, assist during the financial review, donor
expenditure verification and during audit by answering queries, and
provide required clarification.
• Provide supervision roles to Finance Officer, Finance Assistant and Camp Finance Assistant
• Assist Support Services Manager in the preparation of management reports, donor report and other adhoc report
• Prepare program-funding request to HQ and Cash forecasts in a realistic manner.
• Carry out other duties assigned by the Supervisor
PERSONAL SPECIFICATIONS
A Bachelor’s degree in Accounting, Business Administration, Commerce or
Finance with a recognized professional certificate in accounting such
as CPA or Master’s degree in Business Administration or Accounting.
Minimum of five (5) years working experience in a mid-level management
in the financial department in a Non-profit making organization (NGOs)
in a humanitarian or development sector.
Preferable:
• Previous experience in International Non-profit organizations in humanitarian or development sector.
• Required extensive experience in working with computerized accounting
systems, Standard Spreadsheet and Database Programs such as ERP
• Good written and verbal skills in English language.
• Must be able to work effectively in a simple structured but complex
work environment by setting appropriate priorities and deal effectively
with competing priorities and pressure
• Ability to carry out his/her responsibilities independently with minimal technical supervision
• Must have excellent interpersonal, communication skills and
professional patience and be able to interact and thrive in a diverse
environment
