Senior Procurement Officer
Position Summary:
The Senior Procurement Officer is responsible for all purchasing functions, including evaluating and qualifying Suppliers/vendors; placing and tracking orders; ensuring timely and accurate delivery of goods; soliciting and analyzing quotes.
Duties and Responsibilities
- Work collaboratively and negotiate and engage with stakeholders and suppliers regarding new projects, supplies and initiatives and advise of impact of change on purchasing and production activities.
- Stay current and up to date on any changes that may affect the supply and demand of needed products and materials and advise management and procurement officer of any impact.
- Attend meetings and update management on issues or concerns, in particular when there is a risk which could prevent the organization meeting client demands or where there are over capacity concerns.
- Deliver briefs, updates and reports as and when required.
- Develop creative and innovative procurement processes.
- Develop ideas and strategies to improve operational efficiency of the procurement department
- Ensure continuous supply of required goods and materials and communicate any supply problems which may pose a risk or impact on organization operations
- Build, maintain and manage supplier relationships and ensure good communication.
- Establish and or renew maintenance contracts for all the project equipment and ensure that these contracts are timely implemented;
- Develop supply base, providing vendor listing for the supply of goods and services
- Solicit for quotations for the project’s supplies/equipment requirements both locally and internationally
- Supervise and evaluate performance of the procurement officer and store keepers and provide periodic feedback on their performance
- Ensure integrated internal controls, timely payment of vendors and full, auditable support documentation
- Conduct purchasing functions in accordance with approved policies; Evaluate supplier’s performance; Preparation, review and clearance of documentation (evaluations, requests for awards, purchase orders and contracts for services)
- Negotiate terms and conditions of purchase to ensure efficient and timely delivery of service;
- Establish re-order levels in liaison with departmental heads;
- Maintain an update of prices for the project’s common purchases/supplies
- Compile and maintain a schedule for placed orders status and ensuring that purchase orders have been dispatched;
- Follow up and process supplier’s payments;
- Compile and maintain approved supplier’s log for both local and international supplies;
- Follow up customs clearance and arrange warehousing, delivery and clearance;
- Carry out any other duties that may be assigned to him/her by the Executive Director
- The candidate must possess a minimum of a Bachelor’s Degree in Business Administration Procurement and Supply Chain Management or specialized in Procurement and Logistics and Possession of professional qualification i.e. CIPS and 3 years related experience in purchasing, and logistics management;
- Possession of professional qualifications
- Experience in bio-medical procurement is an added advantage;
- Good communication skills;
- Knowledge of purchasing procedures;
- Strong computer skills with knowledge of supplies and stock management;
- Ability to make judgment and decisions in accordance with the established policies and procedures;
- Highly organized, detail-oriented and self motivated;
- Ability to prioritize and handle multiple tasks simultaneously;

Position Summary:
To provide HIV/AIDS related counseling to children, adolescents and their care providers attending the COE.
Duties and Responsibilities
•
To provide HIV/AIDS related counseling and support which includes
pre-and post diagnostic test counseling, medication adherence,
disclosure and on-going counseling to COE patients and their care
providers
• To create and maintain individualized patient counseling records and other relevant counseling documentation
• To provide education and technical assistance to health care workers regarding HIV/AIDS related counseling issues
• To identify cases for referral and discuss with other members of COE care and treatment team to enhance patient care
• To support patients and their care providers in developing problem solving skills which will lead to improved wellbeing
• To provide clinical nursing care in COE as needed
• Providing education to medical trainees regarding pediatric and general HIV/AIDS care
• Providing technical assistance to health care providers in pediatric
and general HIV/AIDS prevention, diagnosis, care, treatment and
complications both within the COE as well as in outside facilities
• To offer psychosocial support in different support groups at the clinic and outside
• To participate in research activities as requested

Job Title: ZONAL PROGRAM MANAGER

Position Summary:
The
Zonal program Manager will work in close collaboration with the
Technical Director to oversee day to day clinical operations to ensure
smooth program implementation at the Zonal COE and outreach sites
including leadership for clinical staff meetings and representation at
all appropriate meetings. Will be responsible in providing supervision
to clinical staff in provision of family centered pediatric and
adolescent HIV/AIDS care and treatment for patients in the zonal
referral hospitals, LZ COE including more than 20% travel to Scale Up
districts
Duties and Responsibilities
• Spearhead
provision of comprehensive pediatric HIV services at the COEs and in the
Scale up districts by supervising and supporting regional program
officers and all clinical staff at LZ COE
• Fostering positive internal and external relations with Government officials and the implementing partners
•
Organize regular data/technical implementation review meetings for
Comprehensive Pediatric Testing, Care and Treatment to program staff
•
Provides continuous coaching and improvement of the quality of care and
treatment by regular application of quality improvement and Site
improvement and Monitoring Systems approaches
• In collaboration with
the Technical Director develop and scale up change packages that
address the gaps and challenges to ensure continuum of care and response
in attaining the 90-90-90 targets in scale up districts towards the
global eradication of HIV.
• Participate in developing program annual
work plan, and budgeting activities, as well as review monthly budget
Vs actual to advise clinical team on fund expenditure
• Coordinates
the focal groups in the development and writing of project reports, and
ensures that all donor reports and project write-ups, including but not
limited to annual reports, success stories and program briefs, are data
driven and articulate a compelling story
• Work with Technical
Director and Chief of Party in resource mobilization and strategic plan
development to guarantee programme sustainability and achieving
Baylor-Tanzania mission
• Supervise the clinical team to develop and
adhere to standard operating procedures to meet program goals and ensure
compliance with national rules and regulation, Baylor -Tanzania
policies and procedures, and local laws
• Facilitates information
flow between management and clinical staff to ensure Zonal clinical
operations align with program and donor requirements, and are in
compliance with National standard operating procedures
• Set annual
objectives, Job Descriptions and conduct performance appraisal of the
clinical staff at least twice in a year and provides a report to
Technical Director
• Prepare monthly duty roster for the clinical staff, review their timesheets, review and approve clinical staff leave
•
Review activity proposals, cash advance, requests for medical supplies,
LPOs and accountabilities for program technical activities
• Lead research activities in the zone
Qualifications / Skills
• Masters of Medicine in Pediatrics or the equivalent from a recognized and accredited medical school
• Registered by the Tanganyika Medical Council as a Medical Doctor with at least two years of working experience
• Excellence in general pediatric medical care
• Familiarity with general HIV care and treatment
• Experience with program development, implementation and evaluation
• Experience with medical education and leadership preferred
• Familiarity with word processing and spreadsheet computer programs
• Knowledge of computer skills is an added advantage
