Position: Code of Conduct & Accountability Officer in Tanzania - Junior EU Aid Volunteer
The
Danish Refugee Council (DRC) is leading an exciting new EU project
aiming at recruiting and deploying volunteers as part of the European
Union Aid Volunteers initiative. The project enables EU citizens and
long-term residents in EU to get involved in international humanitarian
aid projects and kick-start their career.
This is a great
opportunity for professionals earlier in their career to get involved in
international humanitarian aid projects and by this kick-starting an
international career within the humanitarian sector. As an EU Aid
Volunteer, you will be able to upgrade your skills within the field of
humanitarian aid through in-depth training and hands-on field experience
in a non-EU country affected by disaster.
Currently we are looking for a Code of Conduct and Accountability Officer – Junior EU Aid Volunteer
to be deployed at DRC’s Office in Kibondo, Tanzania for 4 months.
Before deployment the successful candidate will undertake a two-months
apprenticeship at the DRC’s headquarters in Copenhagen.

ELIGIBILITY AND EXCEPTION CRITERIA:
Candidates applying for the EU Aid Volunteer position must be:
• An EU citizen or a long-term resident in an EU Member State. To learn
more about the exact definition of long-term residency, please read
here.
• Minimum 18 years of age.
Please note that candidates must be available for an EU face-to-face training from 3rd to 17th July 2019 to be considered for the position.
Additionally, all EU Aid Volunteers are expected to demonstrate DRC’ five core competencies:

CONTRACT TERMS/CONDITIONS
As an EU Aid Volunteer your expenses during trainings and deployment will be covered, including travel costs, insurance, and accommodation. In addition, EU Aid Volunteers will receive a monthly sub-sistence allowance covering everyday expenses during deployment, such as food, local transportation, etc.

PURPOSE
The Protection Assistant (Community-Based Protection – CBP), under the management and supervision of the Protection Manager and Protection Team Leader (CBP) will be responsible to implement different activities of DRC community-based protection program to ensure the program’s objectives are achieved.

KEY RESPONSIBILITIES
• Ensure the leadership structure at three levels (nyumbakumi, village
leaders, zone leaders) is in place and active, follow up regularly on
the performance of community leaders and conduct regular meetings with
Community Leaders.
• Conduct election and re-election of community leaders and provide
orientation and training on Code of Conduct and PSEA to newly elected
leaders.
• Organize weekly Information dissemination campaigns to improve the communication between agencies and refugees in the camp.
• Collect and analyze the feedbacks of the refugees regarding the
humanitarian assistance, share reports / referral to specific agencies
and follow up on agencies’ response and actions.
• Ensure the committees are in place and active, make regular follow up and organize different activities (site maintenance, men, women and market committees) and hold regular meetings with them
• Receive individual concerns/complaints at the help desk (mobile or in
situ) and take proper actions including verbal advice, writing
referrals and provision of accurate information.
• Follow the referral pathways between DRC and other humanitarian actors
and make follow up of the issues raised to ensure feedback is provided
on time.
• Ensure proper recording of complaints received and actions taken and
provide timely and accurate data and information to data entry and
analysis officer
• Prepare reports (weekly/monthly) on the activities done and submit timely to Protection Team Leader [community-based]
REQUIRED:
• Bachelor degree in Community Development, Social work, psychology, political science,
development, law or other related fields
• At least 1 year relevant work experience
• Ability and commitment to maintain confidentiality, respect, non-discrimination and safety of refugees at all times;
• Excellent interpersonal and problem-solving skills, creativity and flexibility;
• Flexibility in working hours when needed;
• Computer literacy (Microsoft Word and Excel, internet, outlook);
• Comfortable in a multi-cultural environment, flexible and able to handle pressure
• Ability to engage with community members in an open manner, maintain, confidentiality and respect;
• Ability to communicate in English and write reports in English
• Ability to work in an isolated and challenging environment Desirable
• Previous experience in international organizations and humanitarian settings
• Previous experience working with refugees or IDPs or other vulnerable populations
