PURPOSE OF THE CONSULTANCY
We are seeking to recruit a qualified consultant to work with us to conduct strategy midline evaluation in 13 Tanzania Regions where Restless Development operates different projects since the launch of 2016-2021 Strategy. The midline evaluation aiming to assess against the strategic
indicators as well as to conduct a broader impact analysis. The consultant also will design the midline study; prepare tools as per strategy indicators, analyzing information collected, midline report preparation and setting up of live database to capture strategy progress against targets.

SCOPE OF THE EVALUATION
The evaluation will examine the results achieved to date and areas of strengths and weaknesses. It will explore policy and programmatic changes achieved by the programme interventions in target areas. The evaluation will employ in-depth discussions and other methodologies to collect information from targets groups, collaborating partners and other key stakeholders in the relevant sectors. It will also incorporate findings from the various, reports reviews and programme documents.

The application pack should include a CV of the consultants/the consultant team including details on how they meet the required specializations. The pack should also include; The core structure of the proposal should have two components of technical and financial.
✓ The technical component should include information on proposed method of evaluation, sampling design, study tools and proposed analysis plan including use of software etc. The proposal should definitely reflect the following elements:
• Background.
• Study Experience and Capability: The agency/individual should detail organisational experience and capability in handling similar studies..
• Methods: Agencies should submit a detailed methodology as part of their proposal, which will include an explanation of how this proposal will achieve the study objectives, taking the guidance given in the ToR.
✓ The Financial Component: The proposed budget including fees.
✓ Contactable references of past credible INGO/NGO organizational / programme work carried out by the consultant(s)
✓ Two examples of similar approved work.
