Position: MONITORING AND EVALUATION SPECIALIST – MANAGER DAR ES SALAAM  
Job Purpose:
Responsible for the Monitoring and Evaluation of project activities in terms of data collection, processing, reporting as well as ensuring program deliverables are met on time, within budget and at the required level of quality. The position is responsible for linking A360 M&E systems with technical solutions for measurement and overall project efficacy. The position also ensures that all donor reports are prepared and reported on time. The position also requires working closely with M&E Manager to support ZMECs and program team to perform their duties in order to meet the data quality standard for quality decision making.
This position will work closely with M&E Manager, Program Manager, and Innovation Technical Advisor.

Duties and Responsibilities:
  • In collaboration with M&E Manager and Project Manager, he/she coordinates the review and updates of M&E framework and data collection tools and approaches to capture A360 data needs.
  • Identify and report on characteristics for disaggregation of method adoption and conversation rates (e.g by facility long acting contraception)
  • Provide measurements to inform constant quality improvement of program
  • Supports M&E Manager on the improvement and implementation of data to action framework for A360
  • Establish the relationship with district government authorities to be able to share data from A360 facilities/events
  • Support the M&E Manager in the implementation of Data Review meeting with Psi staff LGAs and other stakeholders at Regional and district levels
  • Manage the implementation of connecting with Sara (CwS) at all levels.
  • Manage data entry process by working closely with M&E Manager to monitor and guide ZMECs during entering A360 data
  • Conduct spot check for the data entered into DHIS@ with those in the hardcopies
  • Establish relationship with outreach team leaders and RHQAS to be able to build their capacity to collect and report quality data
  • In collaboration with M&E Manager conduct DQA to facilities so that they collect and report quality data for A360 project
  • Conduct data analysis and generate quarterly and annual M&E report for a360 project indicators
  • Provides feedback to stakeholders involved in data collection such as facilitates and government authorities
  • Support M&E Manager to implement annual M&E work plan
  • Participate on the implementation of No data discrepancy initiates
  • Assists in the production of the project Data Quality Assessment reports as per donors and PSI rules and regulations on indicators, results and impact
  • Support M&E Manager in coordinating the implementation of DQA
  • recommendations including development of the implementation of the action plans
  • Supports in the development of M&E related dashboards
  • Checks that monitoring data are discussed in the appropriate forums and in a timely fashion in terms of implications for future action.
  • If necessary, create such discussion forums to fill any gaps
  • Participate in external missions and facilitate mission team members’ access to M&E data and stakeholders.
  • Conducts regular field visits and participate in the unit planned review meetings
  • Contribute to planning and implementation of annual surveys
  • Ensure data collected from the annual surveys is of good quality and meet high quality standards as per PSI Policies
  • Perform statistical data analysis on annual survey data for A360 indicators
  • Assist M7E Manager in building capacity of ZMECs, RHQA, Outreach team leaders and other programs staff to capture data both from Government and Private facilities for A360 project
  • Build capacity to health providers both in the Government and Private facilities to capture and report quality data
  • Support in the development of M&E protocols, training plans and training materials to support the implementation of data discrepancy campaign 
Academic, professional qualification and relevant working experience
  • Degree in Statistics, Public health, Demography, Sociology and/ or related disciplines.
  • At least 3 years – related experience in related field
  • Knowledge of computer applications, MS Office packages.
  • Experience with mobile apps (e.g. CommCare, DHIS2 etc) and/or data
  • visualization (e.g. power bi).
  • Experience with e referral systems.
  • Excellent interpersonal skills.

Job title: Senior Malaria Technical Advisor Dar es Salaam,
Responsibilities

Under the supervision of the COP and in line with USAID and PSI policies the Senior Malaria Technical Advisor will be responsible for:
• Monitoring the publication of new evidence at the global and regional level on vector control approaches
• Develop analytically sound and comprehensive reports on the possible use of new vector control approaches in Tanzania
• Present reports on the potential introduction of new vector control strategies to key stakeholders in Tanzania including NMCP and ZAMEP
• As appropriate guide the piloting or implementation of new vector control strategies through the activity
• Coordinate annual bednet market dynamics reviews
• Mentor project staff in global best practices in vector control strategies
• Ensure that project activities are implemented in line with WHO guidelines and global best practices for vector control
• Continuously build the capacity and knowledge of project staff
• Develop partnerships and relationships with in country key stakeholders
• Support the project team to prepare annual work plans and reports
• Collect, distill, and disseminate the best practices to inform donors and other stakeholders

Our ideal candidate will possess:
• Relevant bachelor’s degree, relevant master’s degree preferred
• At least 8 years’ experience working on malaria control programs in Tanzania or similar context
• Fluent in English, Swahili a plus
• Demonstrated global malaria technical knowledge with established reputation for excellence in malaria control
• Ability to coordinate and work effectively with diverse stakeholders in numerous locations and levels, including private partners, donors, government officials and bodies, technical experts, civil society organizations, community members and organizations and project support staff
• Demonstrated knowledge on malaria control and experience in managing a malaria program
• Sound technical knowledge of malaria and vector control policy and context in Tanzania or another similar context
• Experience mentoring others in best practices and the development of vector control strategies
• Excellent writing and presentation ability
• References will be required.
