Background
With
the 2030 Agenda for Sustainable Development at its core, and in
response to the General Assembly resolution 71/243 on the quadrennial
comprehensive policy review of operational activities for development of
the United Nations system, the UN Secretary General’s report (December
2017) “Repositioning the United Nations development system to deliver
on the 2030 Agenda: our promise for dignity, prosperity and peace on a
healthy planet”puts forward a comprehensive proposal on further
improvements to the resident coordinator system to ensure more coherent,
accountable, and effective support for the 2030 Agenda. The report was
further reinforced by the General Assembly
resolution 72/729 of 1 June 2018, which gave the Secretary-General the mandate to implement the UN repositioning agenda by reinvigorating the resident coordinator system. While the resident coordinator system has been instrumental in driving coherence on the ground over the past four decades, it is now high time to give it a new impetus to ensure the UN is well positioned to provide high quality and relevant technical support to countries to deliver the 2030 Agenda. To attain the desired goal, the resident coordinator offices will need to be adequately staffed to ensure it has sufficient substantive capacities to lead United Nations country teams. The Economist position is part of this new generation of resident coordinator office, with the new skillset and competencies required to deliver on the 2030 Agenda.

Duties and Responsibilities
1.
Plans and facilitates evidence-based SDG analysis in support of a
shared understanding by the UNCT of sustainable development trends,
challenges and opportunities
- Researches, analyzes and presents SDG-related data, as well as analyze information on emerging best practices in sustainable development, paying special attention to, human rights, gender, and capacity development, and proposes policy options to RCs/UNCTs based on UNDAP II, Mkuza 3 and the Second Five Year National Development Plan;
- Identifies and analyzes issues that impact multiple SDGs and their targets and proposes ‘accelerator interventions' that can help unlock and accelerate progress towards sustainable development across multiple areas;
- Assesses sustainable development trade-offs and risk factors, as well as early-warning indicators that may undermine the achievement of SDG targets and impact the UN’s role and programme in the country;
- Collects and analyzes data on UN country level operations in support of the implementation of the 2030 Agenda;
- Researches, develops and presents policy papers, guidance notes and other knowledge based-tools for discussion in country-level forums to help influence and advance policy dialogue on achieving the SDGs;
- Contributes to the preparation of UN flagship reports, including the analysis of data and the provision of evidence to build the case for policies and interventions on SDGs;
- Monitors regional and global economic trends and issues and analyses their implications for the realization of the SDGs at the country level.
2. Provides substantive advice on innovative
economic and SDG policies to RCs and UNCTs, as well as to national
counterparts in government and other relevant partners
- Provides substantive support to the RC/UNCT on SDG-related issues, particularly on policies to accelerate the achievement of the SDGs, including through Mainstreaming, Acceleration and Policy Support (MAPS) and similar processes, and provides advice on potential trade-offs between SDGs as prioritized in UNDAP II;
- Prepares inputs for the UNCT on how UN country-level operations can be optimized and better respond to sustainable development needs and emerging trends in country;
- Together with UNCT members, plans and facilitates an integrated approach to the UN’s policy advice to national counterparts in government and other external partners;
- Plans and directs the work of the in-country UN SDG Task Force and Focal Points meeting and drives cross-pillar nexus approaches in country to policy, analysis and assessment.

- Assists in the development and implementation of the UN Development Framework (UNDAF) or UNDAP II in Tanzania at the moment to ensure that the UN’s country-level operational activities effectively support the implementation of the 2030 Agenda in country, and the Africa Agenda 2063;

- Plans, facilitates and contributes to communities of practice and knowledge networks that promote collaboration, peer support, innovation good practices, lessons learned, needs and opportunities in the area of sustainable development;
- Researches, analyzes and presents best practices and lessons learned from implementation of UNCT projects and programmes, with a view to advising the RC and UNCT on actions to strengthen the policy orientation of the UN;
- Monitors and analyzes best practices and successful models implemented by the UN in country and suggests options for developing these into bankable national SDG investment policies and programmes;
- Contributes to global/corporate guidelines, tools and other materials related to sustainable development policy.

- Master’s degree or equivalent degree in economics, sustainable development, public policy, business or public administration, social sciences, education or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of five years of progressively responsible experience in sustainable development policy, economic analysis or project/programme management in the context of development cooperation or related area is required;
- Experience working in a national government in a related area of work is an added advantage;
- Experience working in a UN agency on programme matters is an added advantage;
- Experience in a multicultural environment is an added advantage.
- Fluency in English is required; knowledge of the other is desirable. For this position, knowledge of Kiswahili is essential

Background
UN Women, grounded in the vision of equality enshrined in the Charter
of the United Nations, works for the elimination of discrimination
against women and girls; the empowerment of women; and the achievement
of equality between women and men as partners and beneficiaries of
development, human rights, humanitarian action and peace and security.
UN Women Tanzania is implementing its Country Strategic Note
(2017-2021), under which one of the priority areas of focus is Women’s
Economic Empowerment, with the goal that women have income security,
engage in decent work and have economic autonomy. The normative work of
UN Women in this area is guided by the agreed conclusions of CSW 61, and
the recommendations of the Secretary-General’s High-Level Panel on
Women’s Economic Empowerment. This work is also guided by the Tanzania
Development Vision 2030, the Zanzibar Vision 2020, the Five-Year
Development II, the Mkuza Successor Strategy for Zanzibar, the Gender
Policy, the Agricultural Sector Development Plan II, SME Policy, Land
Policy, Financial Inclusion Policy, National Economic Empowerment
Policy, the Beijing Platform of Action (BPfA), the Convention for the
Elimination of all Forms of Discrimination against Women (CEDAW), the
Sustainable Development Goals (SDGs), African Union Agenda 2063 and
other international, regional and national frameworks. UN Women’s work
on economic empowerment for women is also aligned to the United Nations
Development Assistance Plan (2016 -2021), more specifically the thematic
results areas on Inclusive Growth and Resilience.
The Country Office supports strategies and interventions that address
women’s persistent poverty and exclusion by focusing on women’s income
security, decent work, and economic autonomy through: increasing the
number of policies that promote decent work and social protection for
women; enabling more women to own, launch, and better manage large,
medium, and small enterprises; and promoting rural women’s access to
productive resources and engagement in climate sustainable agriculture.
The office also supports macroeconomic policy frameworks and
interventions that expand women’s economic empowerment, increase the
capacity of economic and financial institutions to eliminate
inequalities and generate economic wellbeing and opportunities for all
women, within the context of CEDAW, BPfA, ILO Conventions, SDGs, Africa
Union Agenda 2063, other international standards and norms and national
policies and frameworks
Reporting to Deputy Representative, the Programme Specialist
exercises overall responsibility for planning, implementing, and
managing UN Women interventions under his/her portfolio. She/he works
in close collaboration with the programme and operations team, UN Women
HQ staff, Government officials, multi and bi-lateral donors and civil
society ensuring successful UN Women programme implementation under
portfolio.
Duties and Responsibilities
1. Design and develop programme strategies in the area of Women’s Economic Empowerment
- Design and formulate programme/ project proposals and initiatives;
- Draft inputs to country strategy documents, briefs, policy dialogue and other documents related to Women’s Economic Empowerment.
2. Manage the implementation and management of the Women’s Economic Empowerment programme
- Finalize the annual workplan and budget and manage their implementation;
- Manage the technical implementation of the programme/project; ensure synergies with other teams;
- Manage the submission of implementing partner financial and narrative reports;
- Provide guidance to staff and partners on Results Based Management tools and performance indicators;
- Organize Project Steering Committee, project review and/or evaluation meetings, as needed.
3. Manage technical assistance and capacity development to project/programme partners
- Manage the implementation of technical advice and guidance. Develop and implement technical tools, and initiatives
- Build and manage relationships with national partners to support implementation and expansion of the Women’s Economic Empowerment programme; respond to any potential problems;
- Identify capacity building needs of partners and lead the coordination of technical assistance, mentoring, training and capacity development initiatives to partners.
4. Manage the monitoring and reporting of the programme/ project
- Manage the monitoring of programme/ project implementation and finances using results based management tools;
- Oversee field missions and review reports on monitoring missions;
- Write quarterly reports and donor reports, focusing on results, output and outcomes;
- Contribute to office donor and UN Women reports.
5. Manage the people and financial resources of the Women’s Economic Empowerment programme
- Manage the programme budget and draft financial reports;
- Supervise Programme Analysts; Mentor and coach staff and conduct performance assessments;
- Oversee recruitment processes, as necessary.
6. Build partnerships and support in developing resource mobilization strategies
- Develop and implement partnerships and resource mobilization strategies;
- Finalize relevant documentation on donors and potential opportunities for resource mobilization;
- Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing.
7. Contribute to inter-agency coordination on Women’s Economic Empowerment to achieve coherence and alignment of UN
Women programmes with other partners in the country
- Provide technical support to the Representative and Deputy Representative on inter-agency coordination related activities by attending meetings, events, and participating in groups and committees as needed;
- Coordinate with other UN agencies, government departments, donors and NGOs to ensure the projects’ capacity development programme is harmonized and aligned with other in-country efforts.
8. Manage advocacy, knowledge building and communication efforts
- Develop and review background documents, briefs and presentations related to the Women’s Economic Empowerment;
- Represent UN Women in meetings and policy dialogues on issues related to Women’s Economic Empowerment as necessary;
- Develop advocacy strategies and oversee their implementation;
- Identify best practices and lessons learned to guide programme improvement and strategy planning;
- Develop knowledge management strategies, products and methodologies on Women’s Economic Empowerment.
