The Global Health Supply Chain Program Technical Assistance – Tanzania (GHSC TA-TZ) project, supported by the United States Agency for International Development (USAID), provides expert technical assistance to Tanzania to strengthen country supply chain systems across al health elements, e.g., malaria, family planning (FP), HIV/AIDS, tuberculosis (TB) and maternal, newborn and child health (MNCH). In coordination with in-country and development partners, GHSC TA-TZ assists Government of Tanzania health programs by providing strategic planning and implementation assistance; improving the delivery of health commodities to service sites; providing capacity building support to broaden stakeholders’ understanding and engagement of the supply chain system; and strengthening enabling environments to improve supply chain performance.

The Monitoring, Evaluation, and Learning (MEL) Director will work under the administrative and technical guidance of the Deputy Chief of Party, and is responsible for the project’s performance management plan (PMP).
S/he will implement the project’s results framework, working in collaboration with national stakeholders such as Medical Stores Department (MSD), the Ministry of Health, Community Development, Gender, Elderly and Children (MOHCDGEC), and the President’s Office of Regional Administration and Local Government (PO-RALG). S/he will champion data use and data quality improvement efforts throughout the supply chain.
This position wl be based in Dar es Salaam, with occasional travel to zones.
RESPONSIBILITIES:
Responsibilities include, but are not limited to, the following:
i/ Lead and support GHSC staff in the development of tools, forms and other documents to support project and country M&E plans including the PMP.
ii/ Work with partners and counterparts such as MSD, MOHCDGEC, and PO-RALG to monitor supply chain improvement efforts, and provide technical assistance on refining supply chain indicators based on needs
iii/ Lead the project’s work in Data Quality Assessments
v/ Prepare monthly bullets, quarterly reports, and annual reports documenting the project’s achievements, chalenges, and risks.
v/ Support the development of project work plans, budgets, and activity monitoring and evaluation tools.
vi/ Using performance data (from eLMIS, iLSGateway, and other routine and ad hoc data sources), analyze the performance of the supply chain, identify problems, generate reports, and share with key stakeholders, and work colaboratively to develop interventions to address those problems.
vii/ Prepare tables, graphs, and visual presentations based on the data analysis for presentation to internal and external audiences.
viii/ Design and conduct issues-based workshops to educate key supply chain staff in common problems observed.
ix/ Ensure all data colected through the project are stored and accessible to the project team
x/ Assist will the sampling, collection, cleaning, documentation and analysis of primary survey data for GHSC.

xi/ Assist with training of data colectors in preparation for surveys and other field work.
xii/ Support GHSC teams in the collection and analysis of data to measure and track project monitoring indicators.
xiii/ Colaborate closely with key counterparts including RCHS, NMCP, NACP, PSU (LMU), MSD, CMS, USAID, and other stakeholders to strengthen supply chain systems and coordination efforts, and build their capacity to use supply chain data for decision making.
xiv/ Participate in relevant meetings and technical working groups and liaise between implementing arms of the supply chain, MOHSW programs, donors, and other partners.
xv/ Perform other duties as assigned 

QUALIFICATIONS:
Applicants for this position should be Tanzanian nationals or lawful residents who possess the following minimum qualifications:
  • An advanced degree or a Masters Degree in Public Health, Health Informatics, Pharmacy or other Public Health Professions
  • Proven experience in managing public health programs or projects in developing country context, with three years or more senior management experience preferred
  • Specific experience in HIV/AIDS, malaria, reproductive health and essential medicines programs strongly desired.
  • Proven track record in systems performance assessment and M&E responsibilities
  • Ability to set up sound and rigorous systems and procedures for effective management
  • Skills to develop M&E framework with dear performance indicators matched with realistic and practical approaches
  • Proven strong leadership skills and ability to build strong interpersonal relationships
  • Strong analytical and problem-solving skils
  • Ability to work on a team to develop strategies and manage implementation of projects
  • Ability to handle multiple tasks, set priorities and work independently.
  • Excellent technical writing and oral presentation skills highly desired
  • A proven ability to work as part of a team and to be self-managing
  • Knowledge of Microsoft Office, including Word, Excel, and PowerPoint
  • Experience managing a USAID funded contract or grant is a plus
  • Experience in logistics/supply chain management and or public health commodities management desirable.
  • Experience working with the Government of Tanzania and other NGOs preferred.
  • Previous work experience with USAID-funded projects desirable.
