focus of TIB Development Bank as a premier national DFI is on national

POSITION: FUNDS SOLICITATION OFFICER
Objective
This role is responsible for identifying parties with financial
resources and developmental objectives (fund owners), spearheading the
bidding and negotiations to facilitate the awarding of the role of fund
management services to the bank, coordinating the preparation and
execution of the agency agreements and managing stakeholder
relationships.
Reporting to Funds Solicitation Manager
Duties and Responsibilities
- Identify parties with financial resources and developmental objectives (fund owners) that would benefit from agency services offered by TIB and establish relationship with them.
- Initiate database of proposed/potential funds owners for constant engagement.
- Preparation and submission of proposal on the expression of interest and bid documents to Fund Solicitation Manager.
- Collection and timely submission of all required documentation for tendering process.
- Spearhead bidding and negotiations to facilitate the awarding of the role to the bank.
- Coordinate the preparation and execution of the agency agreements
- Prior to fund/grant implementation, to develop/review frameworks/operating guidelines of new funds so as to ensure that it is in line with respective agency agreement
- Prepare presentations on awareness of the funds Management role to the potential funds owners and stakeholders.
- Collection of management fees from respective clients and agencies and remitting the same to the bank for the funds that assigned under you.
- Timely preparation and submission of periodic progress reports to the fund owners.
- To prepare and submit annual departmental budget to Fund Solicitation Manager
- Managing stakeholder relationships
- Carry out any other related duties as assigned by Supervisor from time to time.
Qualifications, Knowledge, Experience
Essential
- Minimum Graduate in Business Administration. Economics. Finance. Accountancy. Banking or related fields obtained from a recognized Institution.
- At least two (2) years relevant work experience in a reputable Bank/Financial or related institutions.
- Strong written and oral communication skills with ability to prepare reports in a concise and focused style.
- Knowledge of project appraisal and of financial analysis is added advantage.
- Advanced computer skills especially in spread sheets, database and presentation
Preferred Competencies
- Ability to identify and take advantage of new business opportunities.
- Ability to identify and manage business risks.
- Ability to negotiate on fees and commissions.
- Ability to prepare expressions of interest, technical and financial proposals for a diverse clientele.
- Ability to interpret financial statements.

Objective

Reporting to Director Human Resources and Administration
Duties and Responsibilities
- Monitoring implementing of best HR practices, policies, workers council & other initiatives aiming at employee welfare and retention.
- Supervising complete recruitment life-cycle for sourcing the best talent from diverse sources after identification of manpower requirements.
- Coordinating appraisal process across all levels of establishment for substantiating performance appraisal system linked to reward management.
- Preparing and submitting the Annual Headcount budget for all personnel costs includes promotions, etc.
- Coordinating payroll administration and to make all necessary co-ordination by making confidential and efficient operation (variable compensation, overtime, travel, allowances payment, loans, tax administration and other special payments are captured
- Maintaining employees and industrial relations in adhering Employees and Labour Relations Act.2004 and its Code of Good Practices of 2007
- Gathering all necessary data to benchmark salaries and benefits from other peer banks and financial sector in general
- Compiling all data needed for the annual salary review, and the annual performance appraisal analysis.
Essential
- Advanced Diploma. Bachelor Degree in Human Resources Management. Public Administration or related field obtained from a recognised institution.
- Possession of a Masters’ Degree in Human Resources Management will be ad added advantage.
- Minimum of six (6) years working experience, of which two (2) must be in a senior position in related function at a reputable institution.
- A good knowledge of labor laws and excellent in Employees relations matters through working with Trade union and Workers Council.
- Excellent written and communication skills with ability to communicate both in English and Kiswahili.
- Excellent and well developed interpersonal and organizational skills.
- Must be a team player and very self-motivated
- Must be computer literate
Preferred
- Ability to interpret labor laws and apply them within the context of the bank’s human resources environment.
- Strong negotiation skills.
- Personally credible with strong organisational

POSITION: FUNDS ADMINSTRATION OFFICER
Objective
This role is responsible for administering of funds and projects, providing support to Zonal offices towards monitoring of Managed Funds portfolio Reporting to Funds Administration Manager
Duties and Responsibilities
- Liaise with Zone Offices to ensure that documents required to support disbursements are timely submitted and in acceptable form.
- Review and submit to the disbursement unit the required documents to support booking of the facilities in the system and disbursements.
- Liaise with Disbursement unit to ensure that funds in the form of grants or loans are disbursed timely and according to approval and subsequent agreements between Fund owner and the Bank (Fund Manager).
- Administer Management Information System affairs within the directorate.
- Produce and analyze managed funds portfolio reports.
- Resolve reconciliation issues relating to DMF accounts.Collect management fees from respective clients in line with the agency agreement and remit the same to the bank
- Coordinate timely submission of reports to the principals and other parties in line with the signed agency agreements.
- Facilitate Zonal offices in executing the implementation of the projects by doing the following:
- Liaise with the appraisal and other departments within the bank for timely clarification of grey areas, availing missing documents, etc. as depicted and escalated by Zonal offices to respective departments through DMF.
- Review periodic project implementation progress reports prepared by zones and coordinate recommended escalation to ensure timely decision is obtained within the bank and feedback provided to the respective zones for further actions.
- Coordinating and supporting Zonal Offices towards monitoring of Managed Funds portfolio by undertaking the following tasks:
- Supporting zones to prepare project-specific, action-based, timed monitoring strategies/plans (both for performing loans and NPLs)
- Coordinating approval of the strategies within the bank where required
- Follow up on implementation of the milestones defined in the approved strategies
- Follow up with zones to prepare progress reports on strategy implementation including analysis of financial performance on respective accounts and recommendations to attain success of the strategy.
- Review and coordinate escalation and decision making of the progress reports as appropriate.
- Occasionally visit the projects to ascertain status as provided in the progress reports
- To act as liaison point for communication with Fund Owners and other relevant stakeholders as per the respective fund/agency agreement
- Ensure timely closure of audit issues related to Managed funds.
- Carry out any other related duties as may be assigned by Supervisor from time to time.
