Position: PROGRAM OFFICER

Background
The Community Health and Social Welfare Systems Strengthening CHSS Program (CHSSP) is a
five-year USAID funded cooperative agreement led by JSI Research & Training Institute, Inc. (JSI)
with partner World Education, Inc. CHSSP’s goal is to build capacity of the Government of
Tanzania’s health and social welfare structures at the community level to enable more accessible,
higher quality health and social services for HIV affected and other vulnerable populations in
targeted communities in Tanzania.
Job Summary
Within CHSSP, JSI Research & Training Institute, Inc. leads the consortium partners in program
planning, implementation, monitoring and evaluation. In order to achieve these aims, the Program Officer
– CSO & QI is a full-time position reporting to Zonal Director. The Program Officer – CSO & QI is
primarily responsible for supporting deliverables on CSOs.
Primary Duties and Responsibilities:
Under the guidance of the CSOs and QI Advisor and the Zonal Director, coordinate closely with
the regional team to maximize integration and synergies of the objectives and strategies of
CHSSP to ensure an integrated approach to implementation among consortium partners:
Build and maintain strong, collaborative working relationships with relevant selected CSOs
involved in planning and providing health and social welfare services, especially for the HIV
care continuum;
Conduct OCA assessment to determine the level of Maturity of the selected CSOs
Conduct analysis of the data collected, Write quality report and disseminate the results for
relevant selected CSO, specifically those representing the needs and issues of AGYW, MVC,
PLHIV, MSM, FSW, and PWID
Conduct organizational capacity assessments and develop clear and achievable improvement
action plans tailored to their specific organizational and management needs;
Conduct regular supportive supervision, coaching, and mentoring activities, as per agreed action
plans, to ensure CSOs strengthen their organizational and management capacity to
1) advocate for
the service needs of priority and key populations with districts and other stakeholders;
2)
participate in LGA planning and budgeting;
3) increase representation of the issues and needs of
priority and key populations in planning and budgeting processes;
Provide targeted support to CSOs to engage community and district level planning, budgeting
and monitoring of services especially for PLHIV/AGYW/MVC and key populations;
Ensure dissemination of national policies and guidelines CSOs are expected to comply with in
planning and providing health and social welfare services, especially for the HIV continuum of
care;
Document successes, best practices, and challenges related to CSO systems strengthening
activities; and
Improve follow-up and referrals of PLHIV from the community to the health facilities and vice
versa
Facilitate PLHIV support group to decrease loss to follow-up of PLHIV by engaging community
systems in supporting PLHIV with emphasis on retention of pre-anti-retroviral therapy (ART)
and ART clients in care
Collaborate with NACOPHA on building capacity of PLHIV Clusters to make sure that they
deliver accordingly
Ensure timely and qualitative contributions for all necessary reports and especially quarterly
reports, and semi and annual reports.

• Hold a degree in Public Administration, Sociology, Public Health, International Development or
an equivalent field;
• Have at least 5 years’ experience working with CSOs implementing community-based health and
social welfare programs, and/or systems strengthening, especially to improve the HIV continuum
of care for AGYW, MVC, PLHIV, MSM, FSW, and PWID;
• Have good understanding of LGA structures and systems that CSOs are expected to collaborate
and coordinate with in order to plan for and provide health and social welfare services at district,
ward, and village levels;
• Have experience in doing capacity building in either public or private sector systems.
• Have experience with WHO capacity building blocks, with PEPFAR Capacity building
framework and USAID Health Systems Strengthening Strategy.
• Have a good understanding of current national policies and guidelines CSOs are expected to
comply with in planning and providing health and social welfare services, especially for the HIV
continuum of care;
• Experience providing technical assistance to CSOs, including NGOs and FBOs, especially those
representing the needs and issues of AGYW, MVC, PLHIV, MSM, FSW, and PWID.
• Fluent speaking and writing in English and Kiswahili and able to produce quality products in
English such as progress reports, presentations, program briefs, and case studies;
• Excellent interpersonal and management skills;
