Position Overview:
Jhpiego is recruiting a Senior DHIS2 & Data Systems Specialist to support the organization to optimize DHIS2 and other systems for effective data management. He/She will be responsible to provide guidance and/or develop, manage and maintain Jhpiego’s data warehouse and all related data management systems He/She will also provide guidance on the rollout of new innovations including mHealth and optimize information systems for use of mobile technology for data collection. He/ she will also contribute to building capacity of M&E and relevant project staff in data visualization, interpretation and promoting the culture of data use for decision-making in at all levels.

Responsibilities:
- Ensure configuration, maintenance, proper functioning and output of Jhpiego’s centralized DHIS2
- Ensure other data systems used by projects are well configured, maintained and proper functioning
- Provide guidance and supervise technical integration of all non-DHIS2 data systems to ensure data is submitted into the centralized DHIS2 repository
- Back- and front-end support of the Jhpiego data warehouse and other data management systems
- Quality assurance of DHIS2 and other data management systems across all projects and data warehouse Add modules as needed.
- Facilitate requirements gathering and system design process for existing and upcoming project’s data systems
- Build in-country capacity in DHIS 2 configuration, development and technical support
- Manage the technical and non-technical documentation of Jhpiego’s data warehouse and other systems
- Analyze systems performance, identify challenges and troubleshoot Produce regular reports
- Develop interoperability / data exchange between DHIS 2 and other systems
- Collaborate to solve problems with JADE, DATIM and IPRS users
- Have deliverables of Monthly data from DHIS2 and other data management systems, along with assessment of data quality to explain the completeness and quality of the data
- Facilitate training of relevant projects staff on data access and use in DHIS2 and other data systems.
- Liaise with members of the M&E team to coordinate and streamline information systems, mapping and project mHealth initiatives with M&E, Research and Learning.
- Build in country capacity in data visualization and data use for decision using DHIS2 and other systems e.g. PowerBI
- Masters/Advanced degree (MPH, MS, MIS, MA, other) in computer science, informatics, public health or related fields such as health systems or health information
- 7+ years of experience in the development and operations of DHIS2 for national health system and/ or for project-based instances
- Experience in national level work on health informatics (work with the MOHCDGEC is a plus)
- Experience working with donor reporting to donor (DATIM, IPRS)
- Experience with PEPFAR 3.0 funded projects in Tanzania is a plus
- Experience in national level rollouts of data collection systems
- Experienced in applying user-centered requirements processes for design
- Experience developing web-based and/or mobile applications, web-oriented programming language (e.g. Java, Java Script), and Unix/Linux system management.
- Expert in the use of database management systems (MS-Access and Visual Basic are vital, SQL language, SQL server or MySQL preferred) and in the operating environment of Microsoft XP or further upgrades.
- Proficiency in word processing, spreadsheets, databases, statistical analysis software such as SPSS, SAS, STATA or EPI-Info
Excellent time management, peoples and partnership skills Excellent writing, English and Kiswahili skills
Availability and willingness to travel up to 10% time.

Overview
Jhpiego
seeks a Monitoring, Evaluation and Learning (MEL) Director to provide
technical leadership, oversight and strategic direction for monitoring
and evaluation (M&E), as well as the learning agenda for an upcoming
USAID key and vulnerable populations project. The project aims to
support an integrated community platform of services for KVP to reduce
new HIV infections and sustainably improve the quality of life for PLHIV
in Tanzania. The project will operate over a five-year period.

- Masters degree in public health, demography, statistics, social sciences or related field or equivalent experience
- Minimum seven+ years of work experience in monitoring and evaluating large, multi-year international health sector development projects (approximately $15M per year)
- 5+ years of work experience with management of M&E systems for USG-funded HIV projects
- At least two years of MER experience for projects focused on key and vulnerable populations in HIV, family planning, adolescent health, social behavior change communication and economic empowerment
- Demonstrated experience in setting up and managing M&E systems that track performance against program objectives (e.g. service integration, performance against each funding stream)Proven expertise in quantitative and qualitative methodologies, operations research, health management information systems, reporting, data quality assessments, data analysis and presentation
- Demonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with multiple host-country counterparts in both the public and NGO sectors

The
MEL Director will provide technical leadership to develop the project’s
MEL strategy; M&E framework; M&E plans; project indicators,
data collection tools and quality assurance systems; standard operating
procedures; and performance monitoring plan (PMP). The MEL Director will
be responsible for timely capturing of performance results and provide
effective, accurate and timely monitoring and reporting of all project
activities. The MEL Director will also be responsible for leading the
development of the project’s implementation science and learning agenda
geared towards generating data-driven program performance and quality
improvement, as well as generating evidence for guiding
redesigning/recalibration of programmatic approaches and scale up. S/he
will supervise and manage a team to ensure quality-assured technical
implementation of MEL activities, including monitoring project for
accountability and reporting, use of data for project decision-making,
technical assistance to partners and research design, implementation,
analysis and publications. S/he will also be responsible to building the
capacity of sub-granted NGOs so as they are able to independently
design, plan and implement HIV, FP/RH, and GBV M&E activities,
ensuring that lessons learned are integrated into project implementation
to continuously improve quality of interventions and outcomes. The MEL
Director will also be responsible for ensuring that the project M&E
systems as well as the implementation science and learning agenda are
aligned with the priorities of the Government of Tanzania priorities and
PEPFAR

Responsibilities
- Provide leadership and direction on M&E to ensure the project achieves its goals and corresponding objectives and targets
- Oversee the development and implementation of the Performance Monitoring Plan (PMP) to capture project performance and results, including routine service delivery data reporting, baseline and end line assessments, and all monitoring for process and outcome evaluations
- Develop and oversee data flow pattern, including GIS data, for the project that will ensure timely data collection and reporting
- Lead results reporting to USAID by providing written documentation on M&E activities and indicator results for progress and annual reports, as appropriate
- Ensure high-quality implementation, consistent with Tanzania national monitoring and evaluation guidelines, protocols, information and reporting systems
- Lead strategic collaboration activities with key stakeholders to learn from project data and adapt interventions as appropriate
- Lead efforts to utilize training monitoring systems to track and monitor trainers and participants at training events to facilitate follow-up and recordkeeping
- Use data to contribute towards strategic decision-making and project planning with project leadership
- Oversee and/or conduct targeted evaluations and operations research, including design, data collection, management and analysis
- Ensure quality of data through data verification procedures including routine data quality audits and that these are routinely carried out during the project lifecycle
- Cultivate strategic M&E relationships and alliances with other USAID-funded projects and represent M&E activities in public and professional circles through meetings, conferences, and presentations
- Ensure relevant data is entered into JADE, Jhpiego’s organization-wide performance management system designed to capture, analyze, and disseminate project data
- Support the project to provide Ministry of Health technical assistance to strengthen the country’s HMIS for the optimal use of routine HMIS data
- Promote and support the dissemination of project information among the project team
- Work with project and financial staff to prepare and track progress of project and activity budgets
- Supervise a team of M&E professionals
- Coordinate all M&E capacity-building activities with project staff, implementing partners and facility staff
- Support the designated Internal Review Board (IRB) focal point in-country including maintaining current certification from 1) CITI human subjects ethics course and 2) CITI Good Clinical Practices (GCP) course
- Ensure protection of participant data and confidentiality during IRB process and implementation of study
