Position: Senior Human Resources Manager Kigoma Region
Location: Kasulu – Kigoma Region
Reports to: Field Coordinator
Number of Positions: One (1)
Qualifications:
Bachelor degree in Human Resources Management or Social Sciences, Master’s Degree in a relevant field will be an added advantage. With at least 5 years of relevant professional experience in human resources in similar position and previous experience working with an international NGO in a cross-cultural setting and be able to work under pressure.

Specific duties
  • Responsible for Kigoma region implementation of IRC 2020 Strategic Plan with specific concentration on HR commitments as set by the Senior Management Team under guidance of Human Resource Coordinator (HRC).
  • Lead HR global priorities and Country Program priorities implementation across Kigoma Region and ensure efficient HR functions across field sites.
  • Responsible to lead field talent acquisition process for staff in Kigoma region, attraction and retention with specific focus on gender equality.
  • Responsible for ensuring the consistent and efficient implementation of global practices including compliance issues, HR policies and procedures and best practices across the field sites in Kigoma.
  • Responsible for the HR function, ensures effective and transparent human resources management and quality services to employees including timely responding staff relationship.
  • Field level coordination of the affairs related to retention, staff performance management, training, staff welfare; provide technical support to the HR teams in the fields and camp level HR lead.
  • Responsible for field level HR data including Workday (HRIS) process, employee records, payroll system for national staff and coordinate incentive staff payroll.
Talent acquisition, Retention, Learning and development
  • Responsible to lead field talent acquisition process for national staff in Kigoma region, support program managers to develop job description, advertising, lead on long listing and support managers on short listing,
  • Oversee recruitment of incentive staff in collaboration with Program Managers in all field sites.
  • Lead and ensure all sectors comply with recruitment related procedures and documentation including interview reports, reference check, ATC check, medical examination, police check, academic check and professional registration.
  • Under guidance of HRC, support managers on selection of staff and placement to different sites.
  • Lead implementation of onboarding program as per procedures set for all new hire in Kigoma region including information on benefits, policies and regulations, compliance and use HR related forms
  • Under supervision of HRC, lead field site development of Training Plan and implementation including global initiatives and local efforts. Prepare and submit training tracking sheet on monthly basis.
  • Support staff across all sites to benefit from IRC learning efforts including Compass, Building basics, global/regional training and coordinate dissemination of knowledge gained to other staff as relevant.
  • Lead and support staff on career plan development and implementation, optimal utilization of internal learning options including IRC learning portal.
  • Support supervisors and employees in their development and career plans design and implementation and inclusion of program and operations plans to national training plan.
  • Ensure staff understands their benefits package; support on salary and benefits survey to ensure attractive package and to retain staff. Actively participate on the salary review process by providing sufficient information to the HR Coordinator.
Compliance duties
  • Lead Kigoma region staff on compliance issues and coordinate training/dissemination of IRC Way (code of conduct): Child protection, Anti Sexual Harassment (ASH), Work place harassment, SEA and reporting channels.
  • Ensure all Kigoma region staff have signed and accepted compliance to IRC Way including Child Protection and Conflict of interest
  • Coordinate Kigoma region dissemination of information on labour laws, HR policies and related benefits including health insurance, life insurance and terminal benefits.
  • Ensure compliance to exit process across all field sites and other WD processes as part of exit process.
  • Advising managers on National Staff Personnel Policies, including staff discipline, and ensure proper implementation in all field sites
Staff welfare duties
  • Support the HRC to develop Employee Engagement Action Plan and implementation across all sites. Work with Social Welfare lead of each Kibondo and Kasulu for planning staff welfare and staff needs for improving employee engagement and for sound duty of care.
  • Support supply chain in review of standards at field staff compound and make recommendations for improvement for compliance to duty of care.
  • Facilitate monthly staff meetings and coordinate reporting of the same and tracking deliberations and action points from both the management and staff.
  • Manage employee relations in all sites, maintain discipline in accordance with the IRC's policy and labour law
  • Maintain harmonious relationship through collaborating the managers and support program managers in managing the incentive staff.
Monitoring and Reporting
  • Responsible for Kigoma region HR reports, analyzing reports for necessary action. Coordinate production of Kigoma region HR report monthly and work on HR Strategic Metrics Report.
  • Monitoring salaries and wages structure: to make sure are in line with approved IRC salary scale.
  • Assist the Field Coordinator Kigoma to carry out local compensation surveys to ensure correct information to the HR Coordinator/SMT for correct decisions for retaining and attracting staff
  • Responsible for the management and use of Workday at the field site; IRC’s global HRIS System, ensuring that data is regularly updated into the system, produce monthly reports and liaise with IRC HR lead/Benefits analyst for technical support whenever there are issues with the system.
  • Prepare and share periodic reports on all HR business and share with Field Co and HRC including monthly HR Kigoma reports, Quarterly Leave accrual report, PME records including probation review status, confirmation of new hire, contract status and priority metrics reports
  • Develop and update a recruitment tracker for Kigoma region and share with HRC, TCs and operations coordinators. Submit monthly recruitment tracker by consolidating Kigoma and Kasulu status
  • Lead and ensure accurate and up todate HR records including personnel files and ensure proper filing system with relevant documents.
  • Ensure Workday (HRIS) is updated by leading intitialisation of WD actions for HR lead approval
  • Monitor records of expatriate work permit, visa and resident permit and liaise with Dar for renewal. Spot check all PFs on quarterly basis and produce reports and follow up implementation of action points to improve status.


Qualifications:

Excellent organizational, interpersonal, and communication skills; Strong computer skills especially MS Word, Excel and outlook/email system. Knowledge of HR information system and payroll system is added advantage. Good time management, flexible and ability to multi-task works collaboratively with team members including people of different cultures, gender and backgrounds. With good command of English and Kiswahili.

Job Title: Grants Coordinator

Job Overview/Summary:
The Grants Coordinator reports to the (DDP) and is a member of the senior management team and participates in the country program’s strategic planning processes. The Grants Coordinator will supervise a Deputy Grants Coordinator based in Kigoma and an intern based in Dar. 
The Grants Coordinator, is responsible for leading the country Grant team, in coordinating efforts for the development of new project proposals in accordance with the Country Program’s Strategic Action Plan (SAP), and is responsible for supporting, advising and backstopping grants management functions across the project lifecycle, including project start-up, monitoring and management (tracking expenditure and program progress against project documents, project review meetings, donor reporting, processing grants modifications), and close-out, to ensure that projects are implemented in compliance with IRC and donors’ rules and regulations, as well as meet internal standards.
For sub-awards and partnerships management, the Grants Coordinator coordinates the sub-award partner identification, selection and vetting processes, the partner sub-award agreement development, sub-awards management, monitoring and accountability and close-out. She/he will also contribute significantly to country strategic planning processes.
The Grants Coordinator will work closely with Technical Program Coordinators, M&E staff, and Field Coordinators as well as with in-country support units and relevant HQ regional colleagues (including Technical Advisors, the Great Lakes Regional Program Support Team and the Great Lakes Program Development team in the delivery of their functions

Position: Senior Supply Chain Officer - Kibondo
Location: Kibondo, Kigoma Region
Reports to: Field Coordinator
Number of Positions: One (1)
  • Work with the Senior Supply Chain Manager to design a suitably staffed and equipped transport function to support the IRC’s vehicle operations and policies in Kibondo.
  • Implement and direct IRC standard Vehicle policies and procedures, with particular attention to safety and security issues.
  • Establish filling for each vehicle and filling for each driver where all copies of relevant documents will be kept as per IRC Fleet management manual.
  • Manage and be accountable for the vehicle fleet, ordering and inventory management of all vehicle related tools and consumables, including fuel.
  • Evaluate, manage and monitor drivers.
  • Supervision of IRC garage and general management of vehicle spare parts being replaced.
  • Initiator (Operator) for all purchases in Transport department. Raising PRs for vehicles fuel, spare parts and vehicle repairs and vehicle rentals.
  • Manage the vehicle pool by weekly movement planning; ensure every Thursday’s vehicle requests are received from all program and non-program staff for the following week.
  • Follow up with Kibondo staff every Thursday for Kibondo Weekly Fleet plan for purpose of being aware of movement that will require support of Kasulu Fleet.
  • Ensure that appropriate communications equipment is installed and functioning in IRC vehicles to meet the operational and security requirements.
  • Ensure the correct and timely routine maintenance and repair of IRC vehicles and generators.
  • Ensure that all vehicles carry the required on-board documentation and that all documents are kept current (including insurance).
  • Inspect and record condition of vehicles, by maintaining weekly checklists file and ensuring that Vehicles log books are accurately filled
  • Carry out regular training to all drivers on basic vehicle mechanic skills, daily vehicle inspection, drills on safety driving, defensive driving, use of radio call, etc.
  • Ensure all vehicles are properly cleaned on daily basis.
  • Prepare weekly and monthly report on transport department and discuss with Senior Supply Chain Manager
  • Signing on vehicle fuel forms for refueling and keeping accurate record and monitoring system on fuel consumption.
  • Work with the Senior Supply Chain Manager to ensure that vehicles are prepared for routine and emergency security requirements.
  • Ensure that all vehicles are secure when not in use.
  • Be familiar with local regulations / laws.
Expected Deliverables:
  • Provide on-time, IRC standard monthly reports to the Senior Supply Chain Manager, including fuel consumption report, combined fuel from UNHCR and non-UNHCR sources, maintenance report and any other reports requested by Supervisor.
  • Provide on-time, UNHCR standard monthly reports to the Senior Supply Manager, including fuel consumption report for UNHCR only, maintenance report and any other reports for UNHCR vehicles and equipment as requested by Supervisor.
  • Well maintained fleet and good filing system for all vehicles
  • Generate and / or maintain comprehensive price list for spare parts
  • Maintain full and accurate inventory records for vehicles, and vehicle tools.

Human Resource/Personnel Functions:
  • Supervise Kibondo, Mtendeli and Nduta based Supply Chain personnel
  • Assist in recruitment of Supply Chain staff by participating developing supply chain position requirement s and participate in conducting interviews.
  • Attend and participate in regular Supply Chain Meetings. Liaise with HR, Senior Field Manager and Senior Supply Chain Manager in Kibondo field office on Supply Chain staffing needs.
Logistics activities:
  • Maintain procurement filling system as per Global Procurement Unit guidelines
  • Participate and provide inputs in preparation of procurement plans
  • Submit monthly Procurement Reports and cash projections to Senior Supply Chain Manager
  • Maintain a list of reliable suppliers, ensure suppliers are cleared for Anti-Terrorism Compliance (ATC) prior to conducting business with them
  • Immediately report to IT for any problem related to Budget Versus Actual (BVA) system.
  • Conduct regular/surprise store spot checks to verify quality and quantity of materials received matching with specifications on the Purchase Order, and accurately recorded in prologs

Position: Warehouse Officer
Location: Kibondo, Kigoma Region
Reports to: Senior Supply Chain Officer
Number of Positions: One (1)
Specific Duties
  • Understand, implement and / or maintain standard IRC inventory management policies and procedures (SOPs).
  • Responsible for management and security of the IRC Kibondo general store.
  • Responsible for technical and collaboration with stores Focal staff in Mtendeli and Nduta Camps.
  • Ensures that all items are stored appropriately, maintain the stores in accordance to the standard and in good order.
  • Informs the on supplies which are near to expire as per IRC store guidelines.
  • Provides Weekly and Quarterly store report (inventory) and submit to Snr Supply Chain Officer.
  • Train warehouse staff as required on all stores procedures.
  • Manage and document the receipt, handling, storage, release and reporting of goods through the IRC warehouse(s).
  • Advise the Snr Supply Chain Officer of potential inventory shortages for the replacement
  • Follow up with Snr Supply Chain Officer on donation in kind materials which are being delivered directly to the Camp with donors and provide report of the same on monthly basis.
  • Ensure the maintenance of warehouse building(s), fittings and equipment in Kibondo, Nduta and Mtendeli.
  • Implement and ensure clear loading / unloading procedures, correct block stacking and turnover (FIFO) and LIFO methods procedures.
  • Advise the Snr Supply Chain Officer of warehouse-specific issues or improvements.
  • Maintain the Warehouse activity book recording all outgoing and incoming receipts and activities. (i.e. Warehouse Register)
  • Update as per IRC requirements, the Asset register, Asset inventory list and expendable store inventory list and produce weekly and monthly reports.
  • Ensure that Loan form of assets are filed and signed under custody of IRC and have proper, readable and easily identifiable stickers.
  • Ensure inventory counts are happening in accordance with schedule outlines in the inventory management SOP, that is regular count, cycle count, grant end count and year end count
Logistics Duties
  • Responsible for physical inspection, receiving and documentation of all incoming stock
  • Keeps accurate and up to date records of all items released from the stores
  • Keeps stock cards up to date, and provides information on stock situation as requested
  • Assists the Snr Supply Chain Officer in ensuring adequate stock balances.
  • Always make sure you clean the stores, keep the items cleaned and in good order.
  • Reports immediately any security incidence involving any IRC stores.

Position: Stores Assistant
Location: Nyarugusu camp - Kasulu, Kigoma Region
Reports to: Supply Chain Manager
Number of Positions: One (1)

Specific duties
  • Ensure that the store is well maintained, clean both inside and out and that goods are well arranged and safely stored, for easy access and use.
  • Receive goods on behalf of IRC Kasulu, from authorized donor/ sources / suppliers, check all accompanying documentation.
  • Issue goods after being approved by sector’s manager and following proper stores regulations – first in, first out, and goods with near expiry date to be issued next.
  • Make sure that an items are being arranged properly and those items are being recorded on Ledger book, stock cards and bin cards.
  • Prepare weekly reports for all stores and compile them for the monthly report. Also prepare counter cycle count every after two months and submit to warehouse officer.
  • Check and make sure that items received meet required standards; Packaging, Expiry date and part/serial/model numbers, etc
  • Keep the management well informed about the minimum stock balances in relation to consumption rate. Advise relevant sections to re-order stock.
  • Assist program staffs to follow up PR which are pending from procurement and give them feedback on the status.
  • Inform program sector leads on deliveries of items in the store for distribution preparation.
  • Conduct regular physical stock counts and produce a monthly stock inventory report.
  • Make sure all the store books are well kept in a secure way (Ledger book, release, waybill books and Delivery Books).
  • Deliver and collect goods from the suppliers and /or other NGOs in Kasulu as may be directed by the Warehouse officer and or Supply Chain Manager.
