Overview
The Tanzania Communications Regulatory Authority (TCRA) is a quasi-independent Government body responsible for regulating the Communications and Broadcasting sectors in Tanzania. It was established under the Tanzania Communications Regulatory Act No.12 of 2003 to regulate the electronic communications, and Postal services, and management of the national frequency spectrum in the United Republic of Tanzania. The Authority became operational on 1st November 2003 and effectively took over the functions of the now-defunct Tanzania Communications Commission (TCC) and Tanzania Broadcasting Commission (TBC) respectively.For effective implementation of its duties and responsibilities the Authority hereby invites applications from suitably qualified Tanzanians to fill the following vacancies in its establishment.
Job Position: ENGINEER II (Three Positions)
Duties and Responsibilities
- Collects data on telecommunication services and monitors development trends;
- Drafts telecommunication standards to be used in regulation of the industry;
- Undertakes technical performance and status audits of operators in collaboration with other Directorates;
- Evaluates Licenses Applications for provision of communication services;
- Carries out indoor and field testing of communication equipment for type approval purposes;
- Handles customer and operator’s complaints and provides solution;
- Perform any other related duties as may be assigned by the supervisor from time to time.
Qualifications and Experience
A holder of Bachelor Degree in Telecommunications, Electronics, Electrical, Computer Engineering or equivalent qualifications from a recognized institution and registered by the Engineers Registration Board as Graduate Engineer. Previous experience in ICT related work will be added advantage.Person Specifications

Job Position: SENIOR ESTATE MANAGEMENT OFFICER (Three Positions)
(a) Duties and Responsibilities
- Carry out the inspection of conditions of facilities and grounds and identifies all defects needing attention.
- Ensure facilities, properties, tools, and equipment are properly allocated, kept, and utilized;
- Prepare programs for the general improvement of the landscaping of the Authority’s grounds, drainage system, and other infrastructure.
- Manages the Institute’s unutiized lands and sites used for solid and liquid waste disposal.
- Prepare and implements procedures for renting out, lending, on seeking permission to utilize TCRA’s properties.
- Supervise the maintenance and cleaning of Institutes properties and grounds;
- Take part in developing and implementing plans, systems, and procedures related to estate management;
- Make sure all activities of junior staff are well supervised, monitored, and evaluated;
- Perform any other related duties as may be assigned by the supervisor from time to time.
Qualifications
A holder of at least Master Degree in Civil Engineering. Architecture, Quantity Survey, Building Economics, Estate Management, Property Management, Land Management, and Valuation or equivalent qualifications from recognized institutions with working experience of at least seven (7) years in a related field. Job Position: Economist II (Three Positions)
Duties and Responsibilities
- Participates in the evaluation of economic impact of the Authority regulatory policies in the communications sector;
- Participates in analysing tariffs, rates, commissions and other charges for the communication services;
- Contributes to undertake economic analysis of projects and programmes submitted by postal and telecommunications operators;
- Assists in the coordination of designing, formulation, and review of the Strategic and Medium Term Plans;
- Assists in Designs and Formulation of Authority’s Annual Plan and Budget;
- Monitors communications regulatory, market, economic, technological and financial trends and provide early warning reports on potential emerging threats;
- Develops the combined assurance plan for the Authority;

Job Position: SENIOR MUSEUM CURATOR II (Three Positions)
Duties and Responsibilities
- To develop strategies for collection, maintenance, storage and documentation of archaeological assets related to Postal. Broadcasting and ICTs.
- Collect and organize intangible assets related to communication, broadcasting, postal services, etc..
- Participate in conducting research in conservation of assets related to communication, broadcasting, postal services;
- Participate in the assessment and evaluation of potential assets related to communication, broadcasting, postal services.
- Advise on reform of cultural heritage legislation.
- Conduct community sensitization on issues pertaining to research and conservation of communication, broadcasting, postal services assets, etc.
- Create and review designs, concepts and sample layout of exhibits.
- Participate in the publication of relevant academic and scientific articles on cultural heritage for consumption by other experts.

- Manage referral complaint centre (call centre);
- Respond and record TCRA customer complaints for supervisor’s action;

Job Position: ICT OFFICER I (Three Positions)
Duties and Responsibilities
- Assist to coordinate the formulation and implementation of the Authority’s information systems strategy as well as Identification and management of ICT based risks and disaster recovery planning;
- Identifies and resolves problems associated with server hardware/software and ensures scalability and appropriate integration with other systems;
- Assist to design, set up and manage an intranet in order to facilitate storage and retrieval of information and provide transparent access to information resources by all network users in accordance with the approved levels of authority;
- Assist to design and implement operational techniques and procedures to ensure proper utilization of ICT services and resources;
- Assist to provide Technical support on technology to be used by staff and other cutomers in accessing the Authority’s Information and online payments;
- Assist to develop network directory of services, manage the Authority’s data Centre and maintain archival materials as may be directed by the Authority;
- Determine optimal database design including all relevant factors such as memory, disk space allocation, program performance. Extract, Transform and Load (ETL) services, and growth trends;
- Build, implement, maintain, and tests databases; defines and documents both logical data modeling and physical data structures;
- Develop update, maintain and ensure compliance with database standards for naming, configuration, application development, and network functions;
- Ensure database security standards are in place and maintained including data access controls, security compliance, auditing, and patching;
- Develop backup, replications and recovery solutions along with periodic testing; and
- Identify and implement proactive monitoring solutions to allow for early problem detection and prevent issues from influencing performance or availability.
